incentivize those willing to lead the movement toward renewable energy in the Richmond area.
This program would also seek to:
Create administrative efficiencies for public bodies,
Achieve scale by leveraging $12 million in private capital investment for a projected 5 MW of solar, and
Inspire other communities to do the same
