AGENDA Introduction Status of RIS in the U.S.
Challenges of RIS in the U.S. Potential for RIS Corridor Management Proposed next steps
3
Introduction – US RIS environment
No single “RIS Authority” Different US agencies have roles USACE and USCG primary Committee on the Marine Transportation System (CMTS) RIS seen as part of e-Navigation Embedded in standard tasks – no dedicated framework for RIS implementation Many existing capabilities – need to accommodate and build on them
4
Some existing US RIS & e-Nav capabilities
Coastal Applications & Services Hydrographic Surveys River Information Services Inland Electronic Navigation Charts (IENC) Navigation Data Center Coastal Structures Management, Analysis, and Ranking Tool Maritime Safety Information Notice to Mariners VTS AIS Channel Portfolio Tool Real Time Current Velocities PORTS Hydrodynamic Models Helm Modernization NOAA Tide Gages Cargo Manifest USGS Stream Gages Met/hydro observations USACE Tide Gages USCG Western Rivers AtoN Lock Operations Management Application Data Standards Electronic Charts
5
US RIS implementation Build on existing capabilities
US capabilities that provide RIS Key Technologies Alignment with e-Navigation Strategic Action Plan Start providing services What’s available: Lock information, water levels, met/hydro observations and forecasts, etc. AIS, web services Run related projects Establish test beds Cooperate in international developments
6
Inland Electronic Navigational Charts
RIS Key Technology: Inland ECDIS
7
Marine Safety Information
RIS Key Technology: Notices to Skippers
8
LOMA: AIS-enabled lock management
RIS Key Technology: Vessel tracking and tracing
9
USCG NAIS & USACE LOMA AIS coverage
RIS Key Technology: Vessel tracking and tracing
10
US RIS capabilities
11
Developing Capabilities
Vessel time travel analysis AIS transmit capability River Information Services Enterprise (RISE) framework Industry electronic reporting portal eHydro Lock approach current model information Corridor management
12
CHALLENGES OF RIS IN THE U.S.
Absence of a RIS governance structure Lack of a single RIS authority Absence of harmonized location codes Absence of Electronic Reporting services De-centralized Fairway Information Services Divided roles and responsibilities within USACE and with other agencies No agreed standards for all RIS key-technologies Current capabilities are not designed to be interoperable (Stovepipes/firewalls)
13
POTENTIAL FOR RIS CORRIDOR MGMT.
Services that are based on the principles of RIS Corridor Management Nation-wide FIS ETA service Voyage planning service Lock management “Single Window“ electronic reporting “Industry Portal”
14
POTENTIAL FOR RIS CORRIDOR MGMT.
Example: Electronic Reporting service
15
PROPOSED NEXT STEPS Overview: RIS governance structure
Legal basis for RIS Technical recommendations for implementation
16
Proposed US RIS governance
Inland Marine Transportation System (IMTS) Navigation Community of Practice IMTS RIS TEAM KEY EXECUTIVES GROUP TECHNOLOGY & SERVICES GROUP Marine Industry AWO; RIETF; Shippers Assns.; Terminal Operators; Port Authorities; Recreational Users; Towing Companies OTHER AGENCIES ABS; CMTS; USCG; USGS; NWS; USACE HQ; LRD; MVD; NWD; SAD; NAD; LRP; MVR; SAM; State and Federal Agencies ABS; CMTS; USCG; USGS; NWS; DHS; DOE; CBP; IRS; WASA Authorities; ORSANCO CENTERS OF EXPERTISE ERDC; IWR; INDC; MDC; RMC ACADEMIA Rahall Institute; PIANC; SAME; SNAME Marine Industry
17
Legal basis for RIS – possible elements:
Goals of RIS implementation in the US Minimum RIS portfolio which is considered necessary Implementation priorities Technical standards/formats Funding for the implementation and operation of RIS Inter-agency agreements for joint responsibilities Provisions regarding sharing of data between governmental users and with private stakeholders
18
PROPOSED NEXT STEPS Technical recommendations – priorities:
19
CONCLUSIONS Implementation of RIS in the U.S. is advanced
Large portfolio of services exists today Challenges: Lack of harmonized technical standards Lack of legal basis for RIS Challenges in the cooperation between agencies Several potential improvements / new services in the queue Recommended governance and legal issues to address
