6 ‘Henry VII’s reforms in government were limited both in scope and in success.’ Assess the validity of this view. [25 marks] Shift from spheres of influence ruled by magnates to one of direct royal command Reduced the domination of the big families Henry started the revolution in Tudor government. System of the Chamber (over the Court of Exchequer) used to administer crown lands Re-dressed the power balance between the nobility and monarch with his financial policies The ‘personal role’ of the monarch remained the same. Parliament was used in a traditional way, to raise revenue. It did not begin the process of being an instrument of law. JPs still used to ensure law and order System of Chamber was not a revolution, it was a reversion to Edward IV’s system. Use of feudal dues and royal prerogative increased. Development of the Council learned Creation of the privy chamber as key instrument of government Use of parliament early in his reign to raise revenue and pass acts of Attainder

17 Write a conclusion: The rebellions from 1457 – 1558 were not political. Instead religious and economic issues were the more important causes of the rebellions. The rebellions from 1547 – 1558 were characterised by political concerns. However to describe them as mainly political in origin would be an error. Under Edward and Mary religious divisions were catalysts to political rebellion. However the long term and constant theme to the rebellions of England between was the deteriorating economic position of many people.
