ANALYSIS OF HEC HIRING CRITERIA: A PILOT STUDY

Introduction Background
HEC hiring criteria of indigenous and foreign faculty around the world used conventional formula of hiring i-e qualification (highest last degree acquired) + experienced * publication (i-e number of year of experienced * per year publication), Pakistan is also following the same criteria. It becomes a source of deprivation for hiring the experience industry erudite and Government official who secured PhD degrees and wants to contribute in the education sector. Moreover impedes experienced academician who if not meet any one of the criteria i-e publications, PhD degree and experience remain stagnant at career progression ladder at various level i-e lectures to Assistant and Associate Professor to professor. For example during hiring, under category experience; words of “Relevant Field” indicate that only persons who are working in the education department are eligible to apply (Yasheen, 2016)

Problem statement HEC hiring criteria in this way lacks a framework that gives due importance to each of the variable (Akhtar, Rafi, Ahmad, & Rauf , 2015) in quantifying qualification, experience and publication. HEC hiring criteria for faculty is not giving due diligence to all the three variables i-e Qualification, Experience and Publications that make the hiring and promotion criteria sluggish and affect the performance of the faculty.

Research Question Objective
1. What is the existing criteria of HEC for hiring the best faculty? 2. How to evaluate existing criteria of HEC? 3. How to quantify existing criteria for hiring the faculty? Objective To review the existing HEC hiring faculty criteria ( Kazim & Jabeen, 2016). To identify each construct of HEC hiring criteria i-e Publications, academic background and experience and quantify each variable through point system( Hoodbhoy, 2010).

Literature Review After 18th Amendment, Higher Education Pakistan centralized or decentralized control policy of resources and decision making at provincial level. In some cases these stringent criteria hampers the performance of institutions to develop knowledge based systems (NABI, 2013). Higher education plays a pivotal role in building knowledge based economy of a country. Competent and experienced Academicians and Industry people are the essence of higher education to compete with international standards (Shaukat, 2012). Despite dauntless effort of HEC, a paper published on VISION2010: HIGHER EDUCATION IN PAKISTAN has exposed Pakistan’s unenviable position on human development index i-e after 50 years out of 175 countries of the world, Pakistan ranked at 139 (Kazi, 2008). Hood bhoy (2010) criticized the first step of hiring criteria of HEC that is based on qualification. This is judicious to judge that individual with a highest degree of qualification possess higher knowledge, as it’s a benchmark over entire world. However the reliability of this premise is not applicable in Pakistan because of our pathetic education system where correlation between subject knowledge and formal qualification mismatch. HEIs tried collaboration with industry professionals to tap industry real time problem as a source for research work. This also provides them as an opportunity to join them as visiting and permanent faculty and uplift higher education of Pakistan, but HEC stern hiring criteria block their way (Ahmad, 2015).

Methodology: The Points-based System
Our research is based on the point-based system of Australian higher education system of July 2011. Qualifications Doctorate degree = 20 points Masters/ Mphil= 10 points Bachelor degree = 10 points Experience: One year = 3 points Two years = 6 points Eight years = 9 points Publication: Local Publication= 2 points International publication= 3 points

Lecturer ≥ 20 points According to HEC hiring and promotional criteria a lecture possess Master/Mphil degree i-e 18 years of education with no prior experience Assistant Professor≥ 32 points According to HEC hiring and promotional criteria Assistant Professor (AP) must possess PhD degree from HEC recognized University or Institute) or Having Masters/Mphil degree with 4 years of experience in higher education or professional experience in relevant field. Associate Professor ≥ 80 points According to HEC hiring and promotional criteria Associate Professor must possess PhD degree from HEC recognized University or Institute 10 years of teaching/ Research experience. After 30th June 2010 this 10 years of experience includes 4 years of post-PhD experience with 10 publications (with at least 4 publications in the last 5 years in the HEC recognized Journals”. Professor ≥ 115 points According to HEC hiring and promotional criteria Professor must possess PhD from HEC recognized University or Institute with 15 years of teaching/ Research experience. After 30th June 2015 this 15 years of experience includes 8 years of post-PhD experience with 15 publications (with at least 5 publications in the last 5 years in the HEC recognized Journals.

Conclusion For this HEC of Pakistan is making untiring efforts to produce and attract quality faculty on the basis of qualification, prior research and teaching experience and number of publication on this three dimensional criteria. Implementation of this stringent international faculty hiring criteria without viewing the pathetic condition of our education system impedes the high performance and promotion of the experienced academicians and industry people.
