10 USC 2576a – Program Authority for DOD 10 USC 380 – Training Guidance DOD M - Property Transfer Guidance & DLA Program Authority 2010 National Drug Control Policy DLA Instructions 1111 – Program Management Guidance DLA Disposition Services Instructions – Organizational guidance DLA LESO Standard Operation Procedures 10 USC 2576a codified into public law Section 1033 of the 1997 NDAA, which superseded Section 1208 of the 1990 and 1991 NDAA. 10 USC 380 codified into public law Section 1401 of the 2003 NDAA. DOD M is the “fat book”, currently under revision and tentatively transitioning to four working volumes. DLA Instructions are the regulatory requirements and working guidance for the Defense Logistics Agency, with amplifying program guidance for specific programs, such as support to law enforcement. DLA Disposition Service Instructions is the site specific working guidance.

4 Mission & Function Administers reutilization and transfer of DOD excess personal property deemed suitable for use by Federal, state, and local law enforcement agencies (LEAs). As DOD Manager for the 1033 Program, develops plans, policies, procedures, program objectives, guidance, and program evaluation criteria regarding the administration, management, oversight, and implementation of the DOD Law Enforcement Support Program. Develops and administers policies and procedures relating to the recovery and disposal of DOD excess personal property obtained by LEAs through the 1033 Program when the property is no longer needed by the LEA.

5 Mission & Function Develops, operates, and maintains the DOD/DLA Law Enforcement Support Office/1033 Program website to provide information, instructions, and program guidance to the law enforcement community and other DOD agencies with interests in the 1033 Program. Works in conjunction with DOD, DLA, GAO, and other field offices, Criminal Investigation Services, and Special Investigations Offices regarding cases being investigated involving property received by LEAs through the 1033 Program.
