Requirements to register for the Youth Guarantee: not having worked in the last 30 calendar days before the date of application not having received educational actions that involve more than 40 h/month in the last 90 calendar days before application not having received training actions that involve more than 40 h/month in the last 30 calendar days before application Law 18/2014, October 2014: stipulates the inscription for the Youth Guarantee Register

The implementation in Spain
Measures 24 measures, 23 related to measures from the Strategy for Entrepreneurship and Youth Employment (EEEJ) 2013–2016 The EEEJ addressed young people under 30. The only new meassure is an employment aid for entreprises that hire young NEET under 25 years for more than 6 months, paying 50% of the minimum wage for a max. of 1 year

Problems & Difficulties
The measures stipulated for Spain do not present much novelties The measures promote under-employment and precariousnes The implementation was slow The process of registration represents a high threshold and is little adequate considering continous changes in young people’s working and educational status Young people between 25 and 30 years are disadvantaged The retroactive funding represents a problem for the Spanish economy

Possible improvements
The funding should be reconsidered Amount Retroactive funding Duration The registration process should be changed (esp. regarding the requirements) young people between 25 and 30 should not be excluded completely The chance for new measures should be taken

Future research GARJUVE:
The Implantation of the Youth Guarantee in Spain: Young people, work and the future What are the results of the Youth Guarantee’s implementation at the local level? How many young people have benefited from it? What is the profile of the beneficiaries? Did it lead to the implementation of employment policies that allow overcoming the precarious situation of young people entering the labor market? How did young people who benefited from the plan experience the situation?
