Department Roles & Responsibilities
Devon Thiele Technical Services Supervisor Provides technical support to other departments as well as managing capital projects, utility approvals, and all other engineering related projects. Mike Bly GIS and Asset Coordinator Maintains and updates the Geospatial Information System (GIS) and is the lead on developing the County’s Asset Management system. Scott Tollestrup Project Technologist Provides office and field support by managing the traffic count program, closed and leases R/W’s, and survey support for field staff. Cole Bodnaruk Infrastructure and Asset Tech. Cole will be responsible for the inspection of the County’s Bridges, and also assists in the development of the Asset Management System. Patty Moyer Seasonal Traffic Counter Provides traffic counts for the department. 12 September 2018

Department Mission The Technical Services department is responsible for facilitating the design and construction of new infrastructure to meet the needs of the County. This includes ensuring all new residential, commercial and industrial land development complies with the County’s standards, guidelines, policies and expectations. This department is also responsible for the ongoing maintenance of digital geographic data of the organization and for the data management of all of the assets that Lethbridge County owns, including: Buildings Underground Utilities Roads Bridges Rights of way Any other structures. Core Services Capital Project Management
It is the departments’ responsibility to procure, oversee and facilitate the design and construction of infrastructure throughout the County. Broxburn Road Wilson Colony Road McNally Bridge - $700,000, 2 span with longer replacement Broxburn Road North - $1,110,000, 4.2km overlay Kasko Bridge - $270,000, single span to CSP Wilson Colony Road - $875,000, 2 miles gravel road reconstruction McNally Bridge Kasko Bridge 12 September 2018

Core Services Development Review / Utility Approvals
It is the departments responsibility to review developments to ensure compliance with County standards. Reviews and approvals of utility crossing applications are also included. Left – Pipeline crossing, Malloy Ph2A Right – Eldorado site grading plan 12 September 2018

Core Services Geospatial Information System & Asset Management
This department is also responsible for the ongoing maintenance the GIS system including fleet tracking and is responsible for the data management of all of the assets that Lethbridge County owns, including buildings, underground utilities, roads, bridges, rights of way, and any other structures 12 September 2018

Core Services Survey & Traffic Counting
Many functions within the Department depend on the collection field data which is obtained through conducting surveys for activities like our road reconditioning program, base stabilization, drainage, R/W violations, etc. Traffic counting is also conducted seasonally which provides the department with the data required for grant applications, and also to allow the County to better understand traffic behavior. The County’s Traffic Model is also managed in the department. 12 September 2018

Core Services Closed and Licenced Right of Way Management
The management of the County’s closed and licensed right of ways is handled within the Technical Services Department. Numerous requests are submitted by County citizens annually to license or close and purchase right of ways. These request are processed by the department and presented to Council for final approval. 12 September 2018

Challenges/Opportunities
New department Implementation of the Asset Management System Prioritization of aging infrastructure that requires substantial capital investment Meeting Federal and Provincial regulated requirements (MGA, etc) Opportunities Once the Asset Management Program is fully implemented it will greatly assist in the prioritization of major projects. Bridge File inspections now fall within the department Further drainage basin studies will assist in planning projects to help mitigate flooding May require more than one slide 12 September 2018
