Step 1 A bill is INTRODUCED The Speaker of the House assigns the bill to a committee

16 House of Representatives
Step 2 In COMMITTEE the bill is studied, debated & voted on

17 HOR Step 2 cont. If the COMMITTEE approves the bill, it moves on, otherwise it dies in committee.

18 HOR Step 3 The ENTIRE House debates the bill.
Then the ENTIRE House votes on the bill. If it passes it moves on; if it fails it dies.

19 If the Bill passes in the HOR but has not yet been through the Senate …

20 Senate Step 1 A bill is INTRODUCED
The VP or Pres. Pro Tempore assigns the bill to a committee

21 Senate Step 2 In COMMITTEE the bill is studied, debated & voted on.
If the COMMITTEE approves the bill, it moves on; otherwise it dies in committee.

22 Senate Step 3 The ENTIRE Senate debates the bill.
Then the ENTIRE Senate vote on the bill. If it passes it moves on to the President or conference committee; if it fails it dies.

24 Bill has been through both the HOR & Senate

25 If both houses pass the exact same bill, then it moves on to the president for consideration.

26 Conference Committee If both houses pass different versions of the same bill, the bill goes to a Conference Committee Made up of members from both houses Their job is to create one bill that meets the approval of both houses Single version sent back to the floor of each house

27 President Reviews the bill and has 10 days to …

28 President signs the bill!
Bill becomes a Law President signs the bill!

29 Do nothing Pocket Veto - Hold the bill for 10 days until Congress is out of session & bill automatically dies Bill automatically becomes a law after 10 days, if Congress is still in session

30 Bill is rejected Pres. vetoes the bill & it is sent back to Congress

31 Veto Override Congress can override a president’s veto by a 2/3rd vote in both the House and the Senate.
