8
INFRASTRUCTURE SERVICES FOR OPEN ACCESS 开放获取的基本服务体系
DOAJ is part of the infrastructures needed for open access publishing other services are ORCID LOCKSS SHERPA/ROMEO CROSSREF ALTMETRICS SERVICES LIKE IMPACT STORY, ALTMETRIC PKP OJS (OPEN JOURNAL SYSTEM) DRYAD. FIGSHARE and other datarepositories In this talk I will focus on open access journals
9
Assessing the Quality of a Journal 评估期刊质量
What is quality? Quality of publishing(出版的质量) Quality of the science (科学的质量) In this talk I will focus on open access journals
10
Assessing Quality of Research 评估科学研究的质量
Reason for bad quality of science Scientific Method is flawed Peer-review is flawed Citation analysis has many drawbacks In this talk I will focus on open access journals
11
Can we measure the Quality of Research? (in the current system)
For almost everything we eat we can find scientific evidence for causing or preventing cancer In this talk I will focus on open access journals
12
Can we measure the Quality of Research? (in the current system)
Is everything we eat associated with cancer? A systematic cookbook review Jonathan D Schoenfeld and John PA Ioannidis. Am J Clin Nutrition 2013;97:127–34 In this talk I will focus on open access journals All the studies were carefully done and scientifically sound
13
Peer-review & the Quality of Research
Eisen JA, MacCallum CJ, Neylon C (2013) Expert Failure: Re-evaluating Research Assessment. PLoS Biol 11(10): e doi: /journal.pbio In this talk I will focus on open access journals
14
Citations & Quality of Research 研究的质量和引用
Citation rates ARE for articles not journals citation rates not same as impact citing does not necessarily mean reading More is not better Self citations PEER - Forced citations In this talk I will focus on open access journals Wageningen UR Library
15
highly skewed distribution of citations 高度不平衡的文献引用分布
Larivière et al. (2016) Table 2: Percentage of papers published in with number of citations below the value of the 2015 JIF. doi:
16
What can we do with Citations?
Trace the source of data make research connections / networks visible Find key papers for specific topics (open citations corpus , part of IS4OA) BUT: No conclusions on impact from average citation scores no conclusions on quality from number of citations In this talk I will focus on open access journals Blog.plos.org/biologue
17
Initiative for Open Citations I4OC
In this talk I will focus on open access journals
18
San Francisco Declaration on Research Impact 关于科研影响力的旧金山声明
It doen’t matter where you publish or how much you publish, research assessment should not be based on journal citation analysis like JIF or number of articles published In this talk I will focus on open access journals
19
Improving the Quality of Research 提升研究的质量
* Ioannidis JPA (2005) Why most published research fi ndings are false. PLoS Med 2(8): e124 Improving the Quality of Research 提升研究的质量 Ioannidis: most published medical research is False better experimental set-up, control possibilities open access (articles and data) offers better control possibilities need to publish all, negative and positive findings more attention for reproducibility In this talk I will focus on open access journals
20
NEED FOR OPEN ACCESS 我们需要开放获取
offers access to all who need it Is anessential part of Open Science Reduces the cost of publishing improves communication in science Improves communication about science Offers best possibilities for full participation in the scientific enterprise for all scientists in the global south and North In this talk I will focus on open access journals
21
Common Misunderstandings on Open Access 对开放获取的常见误解
Articles online free to read = Open Access? Articles online free to download = Open Access? Authors can only use accepted open access articles for classroom use, put them on their own or institute website, make limited nr of prints Authors need to retain their copyright in Open Access? Open access can also be after 1 year, 2 years other delay NO In this talk I will focus on open access journals Open Access needs BOAI statement on journal website, saying the article will be immediate open access, free to read, download, distribute, print or use for whatever other legal purpose AND Open Access needs licensing and copyright conditions telling who is the owner of the work and telling who may use article content and for what purposes for instance CC-BY, CC-BY-NC, CC-BY-ND, CC-BY-SA
22
ADVANTAGES OF OPEN ACCESS 开放获取的优势
articles receive more citations articles are more read reaches a bigger audience is less prone to bias avoids duplicate studies Articles can be more easily checked data less prone to manipulation is better for advancing science leads to more innovation Leads to better education In this talk I will focus on open access journals
23
ONLY in the case of QUALITY CONTROLLED OPEN ACCESS JOURNALS
TRUE BUT …… ONLY in the case of QUALITY CONTROLLED OPEN ACCESS JOURNALS In this talk I will focus on open access journals
24
Assessing the Quality of Publishing 评估出版质量
DOAJ criteria for Quality Open Access Publishing Principles of transparency and Best Practice in Scholarly Publishing (DOAJ, OASPA, COPE, WAME) In this talk I will focus on open access journals
25
WHAT IS QUALITY OPEN ACCESS? 高质量的开放获取
Free and (almost) unrestricted access Adherence to the BOAI definition No Embargoes No Hybrid Journals Copyright ownership clearly described Use of open access licensing like Creative Commons or equivalent In this talk I will focus on open access journals
26
The Future of Publishing 未来的出版
Not just about publishing but More and more about SERVICES Sophisticated searching interface Altmetrics Citation analysis peer review (Publon) discussion platform (Researchgate) In this talk I will focus on open access journals Publon PKP-OJS ResearchGate Mendelej Springer/nature Elsevier Digital Science
27
DOAJ Future Plans 未来计划 increased cooperation with PKP-OJS

Machine Readability Indexing Re-use Copyright Archiving Sustainable
Science Europe Member Organisations have adopted the following minimum expected services from publishers applicable when providing payments/subsidies for Open Access venues: 1. Indexing Journals have to be listed in standard databases like Directory of Open Access Journals / DOAJ ( ), Web of Science ( ), Scopus or PubMed ( ).1 In the case of books, collected volumes, proceedings and other academic publishing venues, basic technical information and peer review procedures have to be transparent on the website of the publishing venue. 2. Copyright and Re-use Authors hold copyright of their publication with no restrictions. All publications shall be published under an open license, preferably the Commons Attribution CC BY ( ). In any case, the license applied should fulfill the requirements defined by the Berlin Declaration ( ). 3. Sustainable Archiving Publishers have to make copies of the publication automatically available in registered third-party repositories immediately upon publication. Furthermore, authors receive all relevant information and support services to access the archived publication. Sustainable archiving of the publication has to be demonstrated by providing a persistent address where the full content of publication can be accessed, read and downloaded. Ends Link to ‘Principles on the Transition to Open Access to Research Publications’, published in April 2013: ent.pdf About Science Europe: Science Europe is an association of major European research funding and research performing organisations in 27 countries, established in 2011 to promote the collective interest of its members and to foster collaboration between them. For more information, see For further information please contact: Belinda Whitehead, Science Europe Communications Manager Tel: +32 (0) Authors may archive any version of the publication to any registered third-party repository or website with no delay. 4. Machine Readability Publication full text, metadata, supporting data (whenever published), citations and the status of the publication as Open Access have to be made available in a machinereadable form via open standards.2 Moreover, publishers shall notify authors of any changes occurring in the description of the structure of the data in a transparent way. Questionable Journals and Blacklists
问题期刊和黑名单
34
How DOAJ detects Questionable Journals
Low publishing quality Journal name, website, fees, peer review, publisher, ownership, volume of articles, advertisements, prominent soliciting for editors Low scientific quality focus, format, self-citations, plagiarism Malpractice false claims, hidden costs, spamming authors, wrong information
35
How you can detect Questionable Journals 如何甄别出问题期刊
In this talk I will focus on open access journals
36
WHAT ABOUT THE STING ?? . October 2013 February 2014 THE STING
37
. THE STING : An example of Bad Science
“The Sting” applied only to open access journals No comparison was made with the subscription journals This study was an example of 'Bad Science' Many of the research results published in journals are false, in subscription journals and in open access journals 'Retraction Watch' only shows the top of the iceberg Open access journals offer better control possibilities: more readers, more exposure, more complete data Greater exposure is at the same time the reason why bad reviews with open access stand out more Greater public exposure can be / and is in fact used to discredit open access journals
38
Questionable Publishing: the Real Picture
* **Shen and Björk. BMC Medicine201513:230 Questionable Publishing: the Real Picture NOT ONLY IN OPEN ACCESS JOURNALS Not AS HIGH AS OFTEN REPORTED according to a study* by Walt Crawford the number questionable publishers in 2014 was about 3275 publishing about 121,000 articles and not 420,000 (Shen and Björk ** reported 8000 journals and 420,000 articles!!)
39
Questionable Publishing in Perspective 有关问题期刊
Proportion of low quality journals is comparable between open access and subscription publishing but it looks worse because Open Access journals are more visible FACTS Not all subscription journals are in Scopus or WoS: only 20-30,000 of 100,000 (data Ulrich’s Web) Not all open access journals are in DOAJ : only about 10-12,000 of 30,000 *** *** Walt Crawford
40
Questionable Publishing in Perspective
CONCLUSION Percentage of Quality checked Journals in Open Access and Subscription publishing systems is comparable
41
The Reality of Open Access 开放获取的真实情况
IF Open Access were really such LOW QUALITY..... Why would so many publishers switch to Open Access? Why would 30 % of all STM papers to date be published using open access? Why would open access grow at twice the rate of toll access? In this talk I will focus on open access journals
