2 Andalusia is the southern region of Spain
Andalusia is the southern region of Spain. The region covers 18% of Spanish territory, km2 in total, making the second largest region with an area greater than countries such as Belgium, Holland, Switzerland and Austria. Its population is around inhabitants.

3 CLASSIFYING BY CHARACTERISTICS
Types of waste HAZARDOUS means any waste which is covered by article 1 of Directive 91 on hazardous waste. CLASSIFYING BY CHARACTERISTICS NON HAZARDOUS waste which is not covered by Directive 91. INERT, waste that not undergo any significant physical, chemical or biological transformations. Inert waste will not dissolve, burn or otherwise physically or chemically react, biodegrade, leachability and ecotoxicity must be insignificant. OTHER, radiactive, mining, waste water, explosives

6 Duties of municipal authorities
Offer sufficient collection places. Providing collecting services at municipal amenities. Sign agreements with take-back systems. To receive a compensation of extra cost of collection.

7 Duties of regional governments
Authorize the take-back systems. Authorize the all the agents. Report information to the central governments. Oversee the functioning of the system. Coordinate the different involved agents through the logistic office.

8 Legal conditions for take-back systems
Introduce a guarantee (4% of sales volume). The take-back systems shall cover all the Andalusia territory. Take-back systems shall comply with the proximity principle at regional level. In the same way compliance with the auto-sufficiency principle at regional level.

9 Legal conditions for take-back systems
Take-back systems have to build awareness. Coordinate themselves through an agreement and creating an special office for logistic coordination. Report information to the environmental authority. Authorised by the government for a five-year period. Inform about which are the joined producers.

Producers will finance from distributors and municipal collection facilities to recover facilities. Management with individual or collective systems NON DOMESTIC WASTE Producers will set up collection systems Possibility of agreements with municipal authorities. Distributors must accept the equipment if user buy other equivalent or with the same functions as the supplied equipment FROM PRIVATE HOUSEHOLDS Free of charge for user Municipalities will assure the collection
