General Themes Changing student behavior & streamlining college practices. Greater use of technology to serve more students. Greater degree of centralization for system—more control for Chancellor’s Office. More impact on students on the front end. Strategically ”rationing education”. Get students through more quickly and get out those who are not making progress toward a specific goal.

Current Status - Legislation
Liu – SB 1062 Lowenthal – “Seymour-Campbell Student Success Act of 2012” – SB 1456 Fong – “Student Success Infrastructure Act of 2012” – AB 1741 1st 2 – CCCCO sponsored. 3rd (Fong) - FACCC

Liu – SB 1062 Existing law prohibits BoG from adopting regs until DoF has “certified that a source of funds is available to reimburse the cost.” Requires BoG to identify the source of funds. Existing law requires the BoG to designate the headquarters for each of its employees... Allows BoG to appoint VCs and others who are not civil service employees. Actual language change for 1st element is minimal – but impact is rather large. 2nd element establishes criteria for how can be hired.

Lowenthal – SB 1456 Substantial modifications to existing Ed Code language pertaining to matriculation. BOGFW – (A) student must declare a goal “upon enrollment”, (B) meet academic and progress standards (including unit cap). (2) – language added to protect students.

Lowenthal – SB 1456 78215 – Requires all nonexempt students to complete orientation and assessment and to develop education plans. (b) these policies shall be phased in over a reasonable time as determined by the BoG…. BoG shall develop a formula for allocating funding.. Requires use of common assessment and scorecard.

Fong – AB 1741 New Education Code
Section (b) The purpose of this act is to provide the necessary faculty counseling and instructional infrastructure at the CCCs to ensure that students have the necessary access to support services and classroom instructors to increase their opportunities for success.

(1) Increasing the ratio of faculty counselors to students. (2) Restoring categorical programs that provide student support services. (3) Increasing the percentage of hours of credit instruction taught by FT faculty.. (4) Improving the professionalization of PT faculty..

ASCCC is monitoring & participating Normal governance procedures at state level: Consultation Council Or for strictly academic matters, the ASCCC has recommending authority for areas

Next Steps: Local Pre-reqs: consider opportunities to implement appropriate pre reqs. (Course sequencing). Look at policies & practices for assessment, placement, registration priorities. Look at SSTF recommendations for basic skills & ESL; consider alternate delivery or pedagogy. Consider forming committee. ASCCC seeks examples of effective practices.
