Director of Space Forces - DIRSPACEFOR
USAF senior advisor to CFACC & CAOC Director on space-related matters Performs daily Space Coordinating Authority (SCA) tasks on behalf of CFACC Manages Space Support Requests through Joint Space Operations Center (JSpOC) Investigates new methods & tools to use space assets in support of SOUTHCOM missions Trains and educates on use and employment of space

Space Coordinating Authority – (SCA)
SCA may be delegated by the JFC to the C/JFACC SCA provides single authority to coordinate all joint theater space ops, integrate space capabilities throughout the AOR and have primary responsibility for theater joint space operations planning Acts as advisor to the JFC on all space matters SCA is primary interface between space provider (USSTRATCOM) and users (COCOM components) Focal point for gathering space requirements within SOUTHCOM Focal point for requesting and providing required space effects SCA works best when: Space requests go through SCA for coordination SCA has contact with components to accept/propose space solutions to mission needs SCA for USSOUTHCOM is delegated to the C/JFACC per EXORD, 10 Aug 07 and Mod 1 to EXORD, 3 Jun 08 At this time, only USSOUTHCOM and USCENTCOM have delegated daily SCA to CFACC; other COCOMs retain SCA at JFC level SCA (or the DIRSPACEFOR, if so delegated) can serve as the single “belly-button” for space issues within not only the Air Component but the entire COCOM Notice in the mission statement there is no talk of “air” or “sea” or “ground” – just joint theater ops SCA will prioritize and de-conflict when space systems must be allocated based on limited availability This is especially true when talking about deployable space control systems Primary JFCC-Space contact is the Joint Space Operations Center (JSpOC), also called the 614 AOC at Vandenberg AFB, CA JSpOC is 24/7 capability with contact information to nearly all space organizations and units Each COCOM (with exception of AFRICOM) has a permanently assigned DIRSPACEFOR to the Air component. Within USSOUTHCOM, the DIRSPACEFOR has been delegated the daily SCA duties These are mostly administrative in nature, including planning, reviewing taskers related to space and submitting Space Support Requests to JSpOC Primary method for requesting space support is through the Space Support Request (SSR) process SSR is used to identify type of support requested and other details Once approved by SCA (or DIRSPACEFOR), SSRs are submitted to JSpOC for action and/or inclusion into the Space Joint Tasking Order (their version of an ATO) Questions or results from the submitted SSRs will come back to the DIRSPACEFOR, and then to the original requestor of the support, or directly to the user, based on the type of service requested SSR process is NOT used for two space-related areas that have an already established process in place for requesting support/products: Collection Management – normally goes through the intel side for requesting and receiving overhead imagery SATCOM – normally goes through the comm side for requesting satellite communications or resolving SATCOM issues NOTE: Even though the normal requesting process for these services does not need to go through the SCA, it is recommended that the SCA be informed, especially when there are issues, so as to be fully aware of the status of all space services within the AOR Navy space support for at-sea fleets normally goes through a space officer (assigned and trained prior to fleet departure) to the Naval Network Warfare Command (NNWC) and the Space Cell in the Maritime Operations Center (MOC). The MOC serves as a hub of Navy space expertise (more so than the assigned fleet space officer) and will prompt, write, and submit space support requests based on Navy needs. If there is no delegated SCA, these requests will often go straight from the MOC Space Cell to the JSpOC If there is a designated SCA, and DIRSPACEFOR, these requests should go to the DIRSPACEFOR who will submit to the JSpOC The key to the SCA concept is that it is a centralized authority for joint theater space ops. It only works when: All space requests (with exception of imagery and SATCOM) go through the SCA. If organizations go outside that chain, the SCA will have little SA on the status of space forces and services within the AOR. This is especially important if dealing with high demand/low density space systems (such as deployable systems). SCA (through DIRSPACEFOR) is also the hub of space-related experience within the AOR. As such, SCA should have contacts within all the components to discuss space-related matters. This communication will also serve for the DIRSPACEFOR to be more aware of the mission needs of the components and thereby propose space solutions that non-space experienced personnel might not even consider.
