4 Incident management division
Mission The 14-person Incident Management Division at Sector Columbia River responds to all pollution threats along the Columbia River, and the coastlines and navigable waters of Oregon and southern Washington state. TYPICAL CASES: Mystery sheens Sunken vessels Grounded vessels Mystery drums Facility discharges and releases Vessel discharges and releases Exercises Derelict vessels Japan Tsunami marine debris

5 M/V ROSCO PALM Grounding
Skamokawa, WA – Aug. 13, 2016 SCR issued COTP Order directing M/V to remain IVO Price Island with one tug onscene to determine risk of pollution, then proceed to Kalama anchorage to conduct post grounding underwater surveys. Conducted soundings with no loss of fuel and no signs of flooding. Vessel transited with 02 assist tugs and safely anchored at Kalama.

6 F/V EMERALD SEA Warrenton, OR – 29 August, 2016
F/V EMERALD SEA discharged diesel at Skipanon Marina and departed to Ilwaco, WA. IMD tracked down and confirmed source.

7 MV EARNEST Goble, OR –Sep. 25, 2016
82 ft wood hull tug boat sunk at River Queen site in Goble, OR. Portland IMD contracted NRC Environmental Services to deploy boom and Ballard Diving and Salvage to remove fuel from vessel.

8 GOBLE, OR SITE DREDGE MULTONOMAH RIVER QUEEN TUG EARNEST
MULTNOMAH determined to be a substantial threat to the environment due to several tanks/drums containing an unknown amount of hazardous materials and possible water intrusion. Admin Order was issued on 01JULY15 and a NOFA was eventually delivered on 29JAN16. On 02FEB16, response team identified approximately 7,000 gallons of Bunker oil to be removed during future operations. Fund opened for $175,000. OR Dpt of State Lands sent a Notice of Termination for the owner’s state waterway lease in November, which the owner is currently appealing.

9 Skipanon River, OR – October 12, 2016
FV LILY MARLENE Skipanon River, OR – October 12, 2016 66ft vessel sank at Skipanon Marina. Utilized OSLTF to hire dive team - removed 665 gallons of diesel from port, stbd and aft tanks. Contractor costs totaled $47,000

10 FV PACIFIC RIM Westport, WA – October 23, 2016
FV PACIFIC RIM sank after striking a submerged object. 175 gallons of diesel in port tank was removed by owner and contractor. OSLTF opened to hire dive contractor for fuel removal from starboard tank. Contractor costs totaled $5,000.

11 FV RESTLESS C Westport, WA – November 18, 2016
46ft FV sank at Westport Marina. Maximum capacity of fuel tanks was 340 gallons. Due to unsafe conditions of vessel, divers were unable to confirm whether fuel was onboard. Discharged oil was verified to be hydraulic oil. Contractor costs totaled $5,000.

12 Abandoned drums Longview, WA – December 01, 2016
03 unmarked, abandoned drums were discovered stuck in debris in the Columbia River IVO of Longview, WA. CERCLA fund was utilized to hire contractors for proper removal and disposal. Contractor costs totaled $2,000.

13 FV QualaySquallum Moclips, WA – 07 December, 2016
58ft FV ran aground N of Moclips, WA on the Quinault Indian Reservation. An estimated 2400 gallons of diesel was on board. Fuel tanks were inaccessible without damaging the vessel. Since the vessel was intact with no discharge, it was towed off the beach with fuel still on board and taken to Westport, WA.

14 Mystery sheen Portland, OR– 24 January 2017
A mystery sheen at the Portland Yacht Club was traced up river to McCuddy’s Marina. OSLTF was utilized to hire divers to locate the source of discharge. Though the source was not determined, 13 samples were taken from the sheen, vessels and a fuel dock in the vicinity. Contractor costs totaled $10,000.

15 TYEE YACHT CLUB Portland, OR– 04 February 2017
IMD responded to report of a sheen at Tyee Yacht Club and discovered that it resulted from a hydraulic leak as dock workers were changing a fitting on a hydraulic fuel line. An employee was seen spraying a soapy mixture to disperse the oil, enforcement pending.
