Some MDTFs key stakeholders remain cautious about NGOs engagement;
MDTFs restricted funding policy;
Complexity of World Bank Procurement Procedures;
In the North; The suspicion that exists between NGOs and government;
In the South; Unfavorable conditions for NGOs operations.

6. Recommendations For NGO’s:
NGO’s should take more initiative in reaching out to MDTF.
NGO’s should follow a diplomatic approach with the government.
NGOs should be more assertive in demanding coordination from donors contributing to the MDTFs envelope.
NGOs should communicate to MDTFs chief partners what would be their ideal participation/consultation

7. Recommendations for MDTFs/WB
Ensure NGOs representation in MDTFs events;
help to propose ways to the government for improving good relations with NGOs;
Expand Knowledge sharing practices;
Provision of advanced technical and institutional training to NGOs;
Closing the gap between expectations, policy and practice.
