The US Constitution balances the powers of the federal government among the legislative, executive and judicial branches The Big Idea The Constitution defines the federal system The legislative branch makes the nation’s laws The executive branch enforces the nation’s laws The judicial branch determines whether or not laws are constitutional. When the framers of the Constitution met in Philadelphia in 1787, they created a national government with three braches that balance one another’s powers
