The Possibility of War In January 1939, the President of the United States called for a buildup of our existing military forces. Calling the forces “utterly inadequate.” Congress passed bill to increase size of Army Air Corps.

The Possibility of War Another source for pilots was the Civilian Pilot Training Program (CPTP). The government paying for a 72-hour ground school course followed by 35 to 50 hours of flight instruction The program created a reserve of pilots that could be used in a serious national emergency.
