The Plant Health Committee of the Southern Cone (COSAVE) is a Regional Plant Protection Organization (RPPO): SENASAG SDA MAPA SENASA SENAVE MGAP It operates as intergovernmental level of coordination and concerted action to solve phytosanitary problems of common interest to its member countries and strengthen regional phytosanitary integration. 6 COSAVE: Pest Risk Analysis (PRA)
COSAVE's Technical Group on Pest Risk Analysis has been working on updating and developing PRA Guide by pest and pathway . This was validated by each of the countries. The COSAVE Steering Committee definitively approved both Guides, through Resolution Nº 221/ D: "Guide to the Development of Pest Risk Analysis (PRA) by Pest". "Guide for the Development of Pest Risk Analysis (PRA) by pathway". Update to be harmonized with ISPM 11

7 COSAVE: Tool 'Pest Assessment Guide'
Testing a new tool: The objective of the guideline is to establish a impartial ranking of pest prioritization. It allows directing the limited resources to develop the corresponding complete PRAs, for those pests with the highest score obtained with the pest evaluation guide. The results obtained with the application of the guideline in 2016 were evaluated and validated. A list of emerging priority pests for the COSAVE region (7 pests) was defined. The complete PRA will be developed for each one.

Lymantria mathura Fusarium oxysporum f.sp. cubense TR4 Candidatus Liberibacter solanacearum Erthesina fullo Aromia bungii Candidatus Liberibacter africanus Grapevine red blotch-associated virus Tomato leaf curl New Delhi virus The criteria applied to pre-select the 8 pests were: Pests included in the list of emerging pests proposed by the COSAVE's Technical Group on Plant Quarantine. Pests that do not currently have a regional contingency plan Pests not present in the COSAVE Region With these results a regional pest ranking will be obtained, which will allow to be prioritized within the list of emerging pests of COSAVE, to which the complete PRA Guide should be applied.

9 Phytosanitary Intelligence / Rapid Alert pests of concern:
- Concentrating, integrate and analyze relevant information, generating a regional phytosanitary intelligence. Valuable tool for decision making in each country of the region, preventing the introduction and spread of pests. Strengthening security in shipments: a. Implementation of electronic certification in countries of the region. b. Harmonize and standardize PRA criteria. c. Harmonize the sampling criteria of consignments. d. Analysis and review of phytosanitary regulations implemented in the countries of COSAVE. November, 2016

13 Project “COSAVE: Regional Strengthening implementation of phytosanitary measures and market access STDF” General objective Strengthen the implementation capacity of phytosanitary measures to maintain and improve the phytosanitary status, facilitating trade in agricultural products in the region of the countries of COSAVE and helping to maintain current markets and access to new markets. Fund approved:US$ Specific objective: Consolidate a regional phytosanitary information system to implement actions surveillance and early detection of quarantine pests. To increase the technical capacity of the region to use the PRA process (emphasis on evaluation of the economic, non-commercial and environmental) Strengthen the process of capacity building in inspection and phytosanitary certification. Generate tools and build capacity to assess the impact of plant regulation. STDF Standards and Trade Development Facility , partnership that supports developing countries in building their capacity to implement international sanitary and phytosanitary (SPS) standards, guidelines and recommendations as a means to improve plant health status and ability to gain or maintain access to markets.
