4 UNDERSTANDING THE ZONE MESSAGE
Typically, a NAVADMIN message setting the “zones” is released mid December each year. This message establishes the personnel and lineal number that are Senior in zone, Junior in zone and Junior eligible for each grade and competitive category for the upcoming year. The Junior eligible marks the end of the zone. Each officer has a unique lineal number. If your lineal number falls between the Senior in zone and the Junior in zone you are considered “in zone” for promotion. If your lineal number falls between the Junior in zone and Junior eligible you will be considered “below zone” for promotion. Please note, the more senior you are the lower your number. Examples: Example 1: If your lineal number is you fall between and thus considered in zone for promotion. Example 2: If your lineal number is you fall between and thus considered below zone for promotion.

Below zone candidates are fully considered for promotion if they are the best and fully qualified. Over the past two promotion cycles, the LDO community have selected 20 individuals below zone for 04/ 05.

7 UPDATE YOUR RECORD RIGHT FROM THE NPC PAGE
Welcome to the Board Preparation Home Page. Our mission is to provide a single point source for all information you need to know to ensure your record is current and up to date prior to the convening date of any board you are eligible for. Preparing for a Statutory Promotion Board is different than most of the other boards conducted at NPC. An officer is eligible based on the annual "Zone Message" released by the Secretary of the Navy sometime in the December time frame. You do NOT have to submit an application or package. The law, (Title 10, US Code) mandates that officers will be considered at a prescribed time for promotion. Review your record about 3 to 4 month before the board to ensure it is complete. For a POC and general information about checking on your record go to the Records Management website. For most, but not necessarily all, administrative boards you are eligible if you submitted an application or package to go before that board. The LDO/CWO In-service Procurement is an example. Typically application packages must be prepared and submitted by a certain deadline in order to be considered. Screening Boards usually occur at certain points automatically in an officer's career. Therefore an individual may be considered by a screening board without any input by the officer. Some screening boards may require an application in order to be considered. Check with your detailer to see if any information is required from you by that board. It varies from community to community.

8 MISSING OATHS The Oath is a one page document and at the top it reads, “ OFFICER APPOINTMENT ACCEPTANCE AND OATH OF OFFICE.” Your original oath is what establishes your initial lineal number. It is recommended that new accessions scan a copy of your Oath of Office and it to Ms. Weeden for inclusion into your official record. Your command is responsible for mailing a copy of your oath to pers-8, but sometimes this paperwork does not make it to its final destination.

11 PINNACLE TOUR and selection for CDR. TIMING AND PROCESS
Typically, a year after being pinned as a LCDR you will be heading to your Pinnacle tour. This allows you to be in your Pinnacle tour for years 2, 3 and 4 as a LCDR then off to your post pinnacle assignment and selection for CDR. Refer to glideslopes for Post Pinnacle assignments. As a LCDR or LCDR (select) your current PRD has little to no effect on your Pinnacle assignment i.e. you may transfer early to get to this milestone tour. In some cases, it could be more than a year early. As Pinnacle assignments become available they will be offered based on seniority of the current LCDRs and LCDR (select). If you elect to turn down an offer chances are slim that you will get another offer. Understand the importance of this tour. We may not always have the type of Pinnacle tour you have planned for or the desired location, but if you want to stay competitive you must take advantage of the opportunities presented to you. 12 PINNACLE TOUR CONT. Your FITREPs and record will be reviewed to ensure you are tracking professionally before you are offered a Pinnacle assignment. We will review your record to ensure you have met the prerequisites for assignments. Such as: CAGMO – Fixed wing experience required. Rotary wing recommended. L Class MO – Rotary wing required. FRC/AIMD recommended. IM1 – FRC/AIMD recommended. Handler – FDO tour recommended. OHO – G-3 or CAG Gunner required. CSG Staff – MTOC and TAO required. Major Approach Control – CVN or L Class required.

19 FY 18 Board Takeaways Sustained superior performance through out your career. Education is a plus beginning of career. The higher ranks the more important this will become. Get your Acquisition when you can. Pay attention to senior cumulative average. Expect below your first FITREP but should be above next report. Diversity in jobs is a plus.

20 Education Sustained superior performance is still the most important aspect of your career. However, education is important! As you promote having a degree becomes more critical. Start early. Have a degree program established, and when the time allows, take a class.

21 Education cont… For new accessions, don’t expect your education to transfer from you enlisted record to your officer record. Official transcripts must be sent by the accredited organization, not the member. If you haven’t completed your degree prior to your promotion board it’s highly recommended you submit a letter to the board president and attach a copy of your estimated graduation date from your college institution. We are doing our best to give as many people a chance to participate in the process but understand we only have a few quotas each fiscal year. Additionally, some boards require previous board experience which also limits our selection pool. Please make your request for a specific fiscal year. Do not request participation for a specific board as this will disqualify you from participating in that board. If you are not in a coded billet and choose to get qualified in a acquisition career field please completely understand the requirements. When you receive orders to a coded billet it will be annotated in your orders. It will let you know what career field, level and timeframe you must certify in.

We return all calls if you leave a voic with a callback number. - In the event you do not receive a response to an within a week, please retransmit in case it was not received. Be advised, some s may require some research but will get you an answer.

36 Missing Awards on OSR 1. Check to see if the award is entered in the Navy Department Awards Web Service (NDAWS) at Select 'personal awards‘ on the top menu then select 'personal awards query' in the right pane. 2. If it is reflected accurately in NDAWS, write your full SSN in the upper right corner of the award and send to PERS-313 (Navy Personnel Command, PERS-313, 5720 Integrity Dr. Millington, TN 38055), or ask your command to mail it. 3. If award is not in NDAWS, have your admin office to contact the NDAWS authority for your command (or your command may be an NDAWS authority) for assistance. The NDAWS authority will authenticate the award with your assistance, along with your command, by following the policy guidance provided on the NDAWS Authority page of the website. Once verified by NDAWS, they will mail a copy to your award to PERS-313 for inclusion into your OMPF.

39 Orders Negotiations Why can’t I have the posted billet?
Right Fit. We evaluate TMS experience level in the organization to see if you are the good fit. Traffic. We evaluate paygrades in the organization to minimize you being stuck in traffic on FITREPs. Why can’t I change my orders after I have been penciled in? - We detail 12 months out from PRDs. Which means, no one will be available to take the orders you originally negotiated for as those roller would have already committed to billets.

Why is there limited shore duty/FRC available during negotiating window? 6330s, have approximately 365 billets of which only 44 percent are shore duty billets. Only 7 percent of the 365 provide I-Level experience ashore. 7330s, have 250 billets of which only 34 percent are shore duty billets. Only 7 percent of the 250 provide I-Level experience ashore for 7330 as well. Typically, we detail roughly a 1/3 of the our billets a year.

43 PII Information Detailers do not require or desire SSNs in correspondence or . When submitting copies of official correspondence with PII sensitive information ensure your documents are sent encrypted.

44 Detailing / Orders Negotiation ROE
your top 3 billets and top 3 duty locations (duty preference) to your Detailer two months prior to your negotiation window. Paramount for all constituents to keep Point-Of-Contact (POC) information current ( & Phone #). Be prepared to make a career decision (choice of orders) when you call your Detailer. Delayed decisions result in missed opportunities as others are seeking the same billets. Extending your PRD for Orders is a non-starter. This only changes your negotiation window. Detailers will advise constituents if PRD needs to be adjusted for career progression.

45 Detailing / Orders Negotiation ROE
Eight year waiver requests for all Aviation Designators has been rescinded. LDOs are back to a 10 year payback. Review the Job Openings Listings on the NPC website prior to calling for orders. These jobs are it. There are no hidden billets, so be ready to negotiate from those listed billets when you call.

46 Detailing Window All other windows 12 months out from PRD
OVERSEAS, IA, GSA = 13 months out from PRD. All accompanied = 36 months. Unaccompanied depending on the location. All other windows 12 months out from PRD

47 JSF / BUPERS Billets Minimum Requirements: Top Secret Security Clearance with SCI eligibility. Officers can not be married to foreign national.

48 Shore Duty Length Expect CONUS “I” Level shore duty orders to be written for 30 months for (633X/733X) designators. OCONUS accompanied tours and isolated CONUS shore tours (Fallon, China Lake, PAX, El Centro, Tinker, etc.) duty driven by DOD prescribed tour lengths of 36 months for all designators. All designators will be assigned 36 months post O4 pinnacle tour or CWO promotes to CWO5.

49 O4 Pinnacle Tours 24 month tours for CAGMO, months for IM1, Handler, OHO, & LHA/D MO to balance community inventory, FITREP competition, & command continuity. Tour Timing – months O4 TIG to ensure this tour (DH equivalent) is completed prior to your O5 Statutory Promotion Board.

51 SPOUSE CO-LOCATION SPOUSE Colo detailing window is 12 months prior to PRD. Refer to MILPERSMAN Spouse Colo constituents are required to submit a NAVPERS 1301/85 (rev ) to their Detailer one time only, if Spouse Colo is requested. The only other time that the 1301/85 is to be submitted, is if the couple decides to opt out of the Colo process. Enlisted personnel will submit a NAVPERS 1306/7 to their respective detailer.

52 EFM Updates EFM updates are required every three years and as the rule, if your EFM expires during your 12 month negotiation window, expect a delay in order negotiations until EFM status is updated. EFM CAT 6 updates are required annually.

54 Aviation Command Screen Board (ACSB)
Aviation Commander Command is highly competitive and critical for an LDO’s career progression! {This can’t be overstated} What makes the difference: O-4 Pinnacle tour FITREP ranking Post Pinnacle tour assignment Sustained Superior Performance throughout your entire record Tour diversity and timing

55 ACSB Cont. All officers get three looks in two years. The first look will be approximately a year from your O5 selection. Your record competes against all 63XX designators for operational command CNATTU and NAWMU-1. On the second year, your record first goes into the 63XX tank, constituting your second look. If not selected from the 63XX tank in the second year, your record then goes into the Special Missions (SM) tank, normally for an NRD, which constitutes your third look. SM consideration will only apply when all community billets are adequately filled.

56 Aviation Major Command Screen Board (AMCSB)
Aviation LDOs compete at the Aviation Major Command Screen Board (AMCSB) for NATTC Commanding Officer billet. On second look, if not selected for NATTC CO, or if NATTC CO is not in play, will waterfall into Special Missions Major Shore tank (if manning inventory allows). Special Missions include bases or facilities without an active runway and are world wide. Must have successfully completed a Commander Command tour.

57 Acquisition Discussion
Yes it is important for LDOs & CWOs to get your acquisition certification, given the opportunity (you are in a coded billet). Commander Command billets are coded for Level 3, Life Cycle Logistics. If your billet isn’t coded and you are doing acquisition work, document it on your FITREP and have your command submit a TFMMS package requesting your billet be coded. Wing MO, CAGMO, L-Boat MO and CVN IM1 billets are now coded. Work is currently in progress to code O-4 OHO Tours, and align AQDs at CNATTUs, FRCs and AIMDs.

58 Acquisition Discussion
If you are currently in a coded billet, you can get priority for class quotas. If you previously served in a billet that is now AQD coded, you can utilize your past experience for certification. Fitness reports must reflect acquisition work. Refer to DAU I-Catalog for key acquisition wording. Please utilize PERS-447 for specific questions on credit and certification. Sign into to establish your profile and start you online training.

60 Retirements Please notify your detailer 15 months prior to submitting your Voluntary Retirement. This assists us in properly planning your backfill as to not gap the billet. Please follow the guidance in MILPERSMAN : Statutory Retirement: Automatic – Individual request not required to submit. Please notify your Detailer 15 months out for statutory retirement guidance. Statutory Calculation: LDO: 30 yrs (O4) / 35 yrs (O5) / 38 yrs (O6) plus 1 month and 1 day. CWO: 30 yrs (CWO4) / 33 yrs (CWO5) plus 2 months and 1 day. Two time FOS: 1st day of the 7th month after the message is released.

61 Board Nomination Process
Getting (Officer & Enlisted) board experience as a member/recorder is a great opportunity to gain experience for future community leaders. If Interested: Send your Detailer an expressing your interest in board participation. Your Detailer will put your name in the upcoming FY Board file for potential board selection. You must reapply each FY year for potential membership. Note: Requesting a specific board is not authorized and will disqualify you as a potential nominee for that year.

62 SPOUSE CO-LOCATION Initiative: Mil-Spouse Co-Location Policy
Policy revision (DODI and MILPERSMAN) in progress. Intent of program is to make co-location the standard across the fleet with non-co-lo the exception. Currently, there is no Joint Service Co-Location policy but we have a working group engaged to find a solution for working with the other services.
