SB 1664: Personnel Evaluations
Regarding ss and (1)(c), F.S., the bill clarifies that: A classroom teacher’s or school administrator’s performance evaluation component for student learning growth or achievement is to be based upon the teacher’s students, or for a school administrator, the students attending his/her school Student performance data for non-classroom instructional personnel shall be based upon student outcome data that reflect the actual contribution of such personnel to the performance of students assigned to the individual in the individual’s areas of responsibility The bill also reiterates: For purposes of the performance salary schedule, student assessment data used in performance evaluations must be based upon statewide assessments or district-determined assessments as required in s (8), F.S. A district can use an achievement measure rather than a learning growth measure for purposes of evaluation The percentages of an evaluation that are based on Performance of Students data have not changed

S (8), F.S., Local Assessments For purposes of implementing appropriate and rigorous student assessments based on the state-adopted course description for the course Requires that the district determine the assessments to use for students’ mastery of content for each course the district offers beginning in the school year The district chooses the assessment or assessments that best fit/s based on the goals for students in the course Such assessments may include: statewide assessments; other standardized assessments, including nationally recognized standardized assessments; industry certification examinations; district-developed or district-selected end-of-course assessments This law is required independent of personnel evaluations

S (7), F.S., Measurement of Student Learning Growth For teachers of courses that are not assessed by the state, when the district has not determined its official assessment for those courses yet under s , F.S., the district has options that are available for evaluation purposes until July 1, 2015: State assessment results (not necessarily the VAM) of the teacher’s assigned students Individual learning targets for the course that are approved by the principal Learning targets, while specific to a course, may not be the same thing as the district’s official assessment for a particular course. So, the bill does not change this part of the time line. A district can no longer define an instructional team as the whole school unless the teacher was actually teaching all the students in the school. The educators most impacted by the use of whole school data are K-2nd and 11-12th grade teachers.

Expectations for district evaluation systems for the school year: Districts use district assessments, learning targets or state assessment results of the students taught by classroom teachers who teach courses not assessed by the state Districts decide on the student outcome data for non-classroom personnel that best reflect their actual contributions to student achievement, based on the area of responsibility and who are considered “their” students (Reminders: percentages of the evaluation based on Performance of Students do not change; district can keep what it is using now) Districts use the statewide Algebra I Grade 9 model results Districts use the statewide standards for FCAT VAM (pending rule adoption – next rule draft out for comments this month; next SBOE meeting is September) Final RTTT participating district evaluation systems implement 3rd metric and 80% of teachers in the district have evaluations that include assessment data based on the standards and comparable across classrooms

Some options to consider in lieu of district assessments for through July 1, 2015, for use in personnel evaluations: Student Learning Objectives (SLOs) Interim assessment data [which can also be considered for assessment choices under (8)F.S.] Assessments from the item bank or other sources implemented in the evaluation system as learning targets

Expectations for district evaluation systems for the school year: Districts use statewide or district assessment results in evaluations for all teachers based on the students and the subjects they teach Selection of district assessments for evaluation purposes will be from the assessments implemented under (8), F.S. Not every assessment implemented under (8), F.S., also has to be used in evaluations. Districts have established comparable performance standards for evaluating performance in locally-assessed courses A teacher’s evaluation may be considered a complete evaluation if student data from the majority of the teacher’s course assignments are included in his/her evaluation

Next Up Today: Algebra I Model Presentation
The SGIC voted to recommend the model as introduced and described in the next presentation The Commissioner accepted the recommendation in May A white paper (chronicles SGIC decisions) and technical report (for statisticians) are in development and will be posted on the SGIC page and on Data from this model may be used by school districts for evaluations and must be used for evaluations The department will have to reopen rulemaking to add the Algebra I model on statewide standards for Algebra I results during the school year The department will run the model for 8th grade this summer and examine the results with SGIC and districts to determine whether a similar model also could be recommended for 8th grade Algebra I Detailed discussions on Algebra I results will be included in the 2013 VAM TAM, held at the end of the Assessment Conference, afternoon of August 29th (Orlando)
