1 Integrated Channel Maintenance Planning in the Lower Columbia River Innovating Dredged Material Management Planning to incorporate Regional Sediment Management John Hayes – Navigation Technical Lead Jarod Norton – Project Manager US Army Corps of Engineers – Portland District September 2017

2 LCR Channel Maintenance Plan (Narrow)
Authority: To maintain the federal deep draft navigation channel in the lower Columbia River from RM 3 to RM 105.5, 600 feet wide, 43 feet deep. Purpose: The Plan is intended to ensure warranted and environmentally acceptable maintenance of the 43-foot lower Columbia River federal navigation channel for the next 20 years. LCR Regional Sediment Management Plan (Broad) Authority: To identify locations in the lower Columbia River where dredged material may be used beneficially. Purpose: To facilitate the strategic use of sediment within the lower Columbia River region to achieve long term economic, environmental and social benefits.

3 Lower Columbia River (LCR) Project Area

4 LCR Channel Maintenance Plan (CMP)
6-8 MCY of material dredged from Federal Navigation Channel annually. About 70% placed in-river and 30% placed on land/shore. Seeking a balanced & dynamic approach to channel maintenance for the future (next 20 years). Process to develop the plan just started (public scoping now); it will take a couple years to complete.

5 LCR Regional Sediment Management Plan (RSMP)
Develop a systems approach to deliberately manage sediments in the Columbia River System that maximizes natural and economic efficiencies to contribute to water resource projects, environments, and communities. Large Volume of Sediment Available Cost-Sharing Programs/Opportunities Habitat Enhancement Needs Pairing the Sediment Rich with the Sediment Poor Data collection to inform the plan has started.

6 Integration of the LCR CMP and RSMP
Combining like-efforts to maximize efficiencies Using established stakeholder working groups Exploring new tools/technologies to reach across all realms of navigation/disposal Using existing data to inform the future of dredged material management Giving stakeholders a voice Allowing the CMP to inform the RSMP Using the RSMP as an adaptive management tool for operationalizing the CMP
