SC70 Funding Timeline (FY) Summary
SC70 update Aug 2015: Installation and funding numbers updated SC69 update Feb 2015: Quantities and funding for ADS-B Out and CFIS show a new distribution across FYs for SC69. A new cost estimate for ADS-B Out is also shown SC68 update Aug 2014: Removed Wing Stringer Drain Hole and ATD Visual System Upgrades as they are complete. SC67 update Feb 2014: changes to graph, deleted FY13 and SC64 column and added FY20 and SC 67 column. Removed TAS TRIM and MFOQA from the reported numbers. Kept ATD visual systems since they just finished work at SPS in Feb 2014 SC66 update (Aug 2013): changes to the graph to depicit addition of FY19, and delete the SC63 column. SC65 update: Added ATD Visual Systems which awarded 8-Feb-2013 on W900KK-09-D DO#0002 (see ATD slide for calculation) Schedule for TAS/TRIM pushed to right somewhat. Also added ALL projects to show requirements in out years. SC64 update (Aug 12): no changes. SC#63 Brief: Add MFOQA – Contract DO 0015 Mod 38 CLINS 3140, $3,217), (Prorate 69/425), (Prorate 69/425) and CLIN 3156 ($1,296*69) Acronyms TAS Traffic Advisory System Revised distribution quantities and funding for ADS-B Out and CFIS for SC70 and SC71 A new cost estimate for ADS-B Out is provided, as of 9 Feb 16 ATD DAS II (Control Loading) has also been titled “ATD Modernization” in some briefings TLX production delays will push CFIS retrofit to FY17 3

Future T-6 Mod’s 1. Automatic Dependant Surveillance - Broadcast: (ADS-B) Out Modify aircraft and ATDs to meet FAA mandated National Airspace requirements by 1 Jan 2020. ENJJPT PO, Annex 10, “Mission Essential”, per HQ AFMC Earliest anticipated Sheppard installation: 2Q FY19 Estimated cost: $8.5M total SC70 update Aug 2015: Cost estimate update in process SC69 update Feb 2015: Cost updated. SC68 update Aug 2014: Updated expected date for completion of new ROM. SC67 update Feb 2014: need new cost estimate for ADS-B only and Sheppard proportion of that. Previous POM inputs assumed a suite of avionics upgrade to realize cost savings for entire cockpit upgrade however, funding will not support that concept. SC66 update (Aug 13): POM 15 input was $87M retro cost which was denied. New ENJJPT cost share using this cost: 87M x (77/445) = 15.0M. POMed in FY16 at undetermined amount therefore may be delayed by one year. SC65 input (Feb 13) updated retrofit cost to reflect FY15 POM request. Estimated project for USAF total is $92M in retrofit cost. ENJJPT Cost share computations: 92M x (77/445) = 15.9M – Korthauer SC64 input (Aug 12) no changes. Timing will be dependent upon AETC priorities SC63: USAF continues to refine requirement. Is it cost effective to add T-6 obsolescence issues (i.e. cockpit display glass, GPS, etc) to this issue? Minimum requirement by is ADS-B Out (Automatic Dependant Surveillance – Broadcast Out) – Requires transponder and GPS upgrades. Estimated project for USAF total is $88M in retrofit cost. ENJJPT Cost share computations: 88M x (77/445) = 15.2M Automatic - It's always ON and requires no operator intervention Dependent - It depends on an accurate GNSS signal for position data Surveillance - It provides "Radar-like" surveillance services, much like RADAR Broadcast - It continuously broadcasts aircraft position and other data to any aircraft, or ground station equipped to receive ADS-B AETC FY16 POM strategy for ADS-B as a separate project versus combined as AVI suite approach.

Future T-6 Mod’s (cont.) 2. CFIS (Canopy Fracture Initiation System) Ballistic Modify aircraft due to obsolescence of current laser/flash initiated system. Replace with military certified ballistic system ENJJPT PO, Annex 10, “Logistics Essential”, per HQ AFMC Earliest anticipated Sheppard installation: CY17 – CY20 Retrofit at next scheduled R&R Estimated cost: $40K SC70 update Aug 2015: Cost estimate updated SC68 update Aug 2014: Changed earliest retrofit from FY15 to FY16. Estimated cost remained the same. SC67 update: Checked with project schedule, which still show beginning of retrofit in Sept Currently in qual phase for components. SC66 update (Aug 13): Still in qual phase. No changes to cost estimate at this time. SC65 (Feb 13) update: In qualification phase for components. Updated cost estimates (ao Feb 13) for qualification of Ballistic CFIS $4.5M $4.5M (3400) = 3.361*60%AF = total AF investment dollars 2.016/445 = $4530 per aircraft $4530 = $348,810 SC64 input (Aug 12): no changes - Laser CFIS systems has resulted in unanticipated cost growth - In source selection phase Ballistic System will increase reliability/lifetime expectancy w/ huge sustainment cost savings SC63 input:Estimate for 1.7M total USAF cost. 445 USAF aircraft comes to 1.7M / 445 = 3820 per aircraft x 77 aircraft at Sheppard = $294K. Possible field team effort also depending upon complexity of installation. Numbers subject to change SC62:Estimated cost: for SC62 in Fall of 2011 was at $208K. Since then we have begun negotiations with provider and have refined our estimate hence it now stands at $294k (see math above).

Cracking discovered on top portion of center wing rib (rib one) Repair/correction is still TBD, but will be depot level effort ENJJPT PO, Annex 10, “Safety of Flight”, per HQ AFMC Earliest anticipated Sheppard work: TBD Estimated cost: TBD SC70 Update: ROM still in work. Expect in 2017 SC69 Update: SC68 Update: Added yellow banner for cost estimate by early fall 2014. New slide for SC67 (feb 2014): update with Conely. This is merely a slide to provide background. No project has been started yet to define repair or corretion nor the cost or extent of the effort. Whatever the work, it will most likely be a field level effort and therefore eligible for ENJJPT funding support. Cost estimate expected by spring 2017

ATD DAS II - Control loading/Flight Deck I/O Retrofit Commercial Off-The-Shelf (COTS) elements of legacy platforms to the Electronic Control Loading System (ECLS) and Flight Deck I/O of the JPATS ATDs are obsolete and have limited supportability Legacy IP‑GSNet cards, 429 Cards, and power supplies are out of production and cannot be supplied by any vendor Projections based on current failure rates indicate that ATDs will start becoming irreparable in This will cause the number of ATDs for student training to decrease until insufficient numbers of ATDs are available to support Program Flying Training throughput mandated by AETC and CNATRA. Over one hundred events to date -- similar failure mode (jamming/binding rudder controls) Problem self-corrects on landing No mishaps attributed to this condition Number of incidents occurring at an increasing rate Fault tree aggressively investigated by USG and Contractor Determine root cause ECD – Unknown (maximum effort underway) Estimated cost of repair – Unknown as root cause and repair method TBD New slide for SC68 Aug 2014: update with Steve Hitchcock. Summary Cost figures presented are subject to change due to program delays, aircraft beddown changes, DoD funding adjustments, efficiencies not determined, contract restructuring and re-pricing, or other unforeseen circumstances. This info is provided for long range budget planning purposes and should not be interpreted as a final cost estimate. Our goal is to ensure NATO’s future fighter pilot training needs are met and ENJJPT, with new advanced training systems, will continue to produce the world’s best pilots.
