Case Study 2 ( Antoine) : Magnets Conventional magnets and superconducting magnets In the case of conventional magnets , CERN will usually give just a principle design , interface definition with implementation constraints and requested performances WHY ? Because many companies have now the competences to design and build conventional magnets and CERN should not do what European industry can do. In the case of superconducting magnets , CERN will usually give a fully detailed design and drawings which are very close to fabrication drawings. And CERN keeps the functional responsibility WHY ? Because no company has the necessary full skil to design frontier edge magnets and some of the procurements have to be launched well in advance to meet schedule 26/09/2017 14th ILO Forum CERN Council Chamber

8 Case Study 3 ( Antoine) : Collimators
The procurement strategy for the new HL-LHC collimators at present involves four major contracts : the supply of raw material for the jaws’ back-stiffener, the supply of low-impedance absorbing blocks, the supply of cradles and supports, a final contract for the remaining mechanical manufacturing and assembly Additional components will be purchased using standard price inquiries or invitations to tender We can hardly imagine to procure these sophisticated and so critical equipment on the basis of functional specifications 26/09/2017 14th ILO Forum CERN Council Chamber

10 Case Study 4 ( Antoine) : HVAC
CERN’s cooling and ventilation systems consist of 4 000 heating, ventilation and air-conditioning (HVAC) installations, cooling and fluid distribution facilities, compressed-air and demineralised water production plants, fire-fighting systems, discharge pumping stations and waste-water pumping systems. This equipment is critical for safety and for the operation of the accelerators and the experiments. New large scale facilities , like ITER or ESS , are contracting “turn-key” and the scope includes operation and maintenance. Comments and potential evolutions : Antoine Why CERN is more often on the “Buid to print” side ? Because equipment are usually specific and highly sophisticated Because the main duty of CERN being to serve Physics by operating the accelerator chain, CERN teams need to master completely those equipment Because CERN has internally very powerful and competent engineering teams able to produce the suitable detailed designs Also present CERN good practices are consistent with the procurement rules I am personnally in favor of suitable evolutions , mainly in the procurement of conventional hardware , especially when available « from the shelf » or easy to develop in European industry 26/09/2017 14th ILO Forum CERN Council Chamber
