Goals and Objectives of the Society Representative to SC 40
The goal is to support the IEEE Computer Society as joint owner with JTC 1 /SC40 of a single, globally relevant characterization of the scope and content of IT service management and IT governance, with the following specific objectives: Seek development and improvement of ITSM and IT governance standards, to provide specific applicability for enterprise-scale IT-enabled services and processes areas where transformation and optimization of IT systems and services engineering processes and methods are valued. Under the terms of the PSDO and in cooperation with IEEE-SA, develop and maintain alignment between IEEE standards and SC40 standards. Avoid the production of duplicative, contradictory, or overlapping standards. June 2017

Portfolio status As of June 2017, there are two IEEE adoptions of SC40 standards: ISO/IEC :2011 and ISO/IEC/IEEE :2012 Since the establishment of SC40 and the IEEE Liaison, IEEE has announced the intention to participate in joint development/parallel ballots for ISO/IEC/IEEE , , -3 and now -10 revision Joint development of is opposed by the ISO project editor and the SC40 chair By SC40 resolution (June 2, 2017), more information is needed from ISO central and IEEE regarding working arrangements for joint development. ISO/IEC/IEEE 15289, Systems and software engineering—Content of life-cycle information products (documentation) will be a source for the revision of IEEE review of other ISO/IEC JTC 1/SC40 projects and potential engagement in joint development projects will continue June 2017

Backup: How the Category A liaison works
IEEE Computer Society is a Category A Liaison to SC 40. The IEEE does not vote in SC40. But it does participate, offer comments, and contribute documents. The liaison relationship provides SC 40 access to IEEE Computer Society expertise around the world. The liaison represents IEEE Computer Society interests in IT service management and IT governance, including Body of Knowledge, and potential certifications. As provided by the Bylaws of the IEEE, the liaison operates in accordance with the provisions of the Partner Standards Development Organization (PSDO) agreement. In IEEE, the liaison reports to Computer Society Standards Activities Board (SAB) and coordinates with Software and Systems Engineering Standards Committee (S2ESC) and IEEE Standards Association (IEEE-SA). In SC 40, the liaison provides reports to the Secretariat. The liaison also represents the Computer Society’s membership in the US Technical Advisory Group (TAG) to SC 40. June 2017

IEEE involvement in joint standards development with ISO/IEC JTC 1
For over 25 years, IEEE and ISO/IEC JTC 1 have had a Partner Standards Development Organization (PSDO) agreement establishing Joint development of standards in all JTC 1 subcommittees, including SC40 ‘Fast-track’ adoption of each other’s standards Over 35 joint standards today, with 17 joint standards in development or revision Particularly active in SC7 (28 joint ISO/IEC/IEEE standards) and now SC40 June 2017

How does joint development between IEEE and ISO/IEC JTC 1 SC work?
Typically, one working group (SC40 or IEEE) takes the lead in working draft development and comments management The lead working group prepares text in ISO format with very minor modifications for the triple copyright notices, Foreword text Each partner follows its own procedures for Working group formation, Project initiation (ISO NWIP, IEEE PAR) Agreement to go to ballot (ISO CD, IEEE initial ballot) The lead working group resolves comments from both IEEE and ISO ballots Further ballots and revisions until consensus approval is gained for the identical text (ISO DIS/FDIS, IEEE recirculations are scheduled concurrently) ISO ITTF and IEEE Standards Association editors work together to prepare the final published version.
