2. About VIRWIC
We are the independently owned recycling and waste industry of Vancouver Island
We employ people and pay business taxes locally
Together, we manage a large majority of the waste and recyclable material on Vancouver Island

3. Our Key Message
Local governments should not be operators in competition with the private sector
The role of Local governments should be to adopt a target setting, education and enforcement role.
Open and fair competition in the sector will keep costs for residents low
Industry investment in infrastructure only happens when government sends a clear signal that it will not build competing infrastructure or restrict free trade

4. We ask Nanaimo to consider…
The city of Nanaimo should not be in competition with the private sector recycling and waste collection industry.
The private sector has the capacity and capability to provide all collection services to Nanaimo City – there is no reason for the city to invest tax payer dollars to develop more infrastructure.
The City should not be using its bylaw and borrowing powers (Municipal Finance Authority) provided by the Province to gain a competitive advantage over the private sector – potential Local Government Act violation.
The City should go to RFP for the service so it has a true cost comparison
