General Objective To raise the awareness of the risk from failures of security measures at the Port Facility

Specific Objectives To test the procedures for the management of a perimeter security failure To raise the awareness of the threat of unauthorized personnel entering the Port Facility To test the procedures for handling “intruders” in Port Facility premises Meet or better the specified benchmark response times for this drill

Required Attainments Security staff will be able to: Detect a failure in the Port Facility’s perimeter security Apply procedures in the Port Facility security instructions to prevent an entry through the perimeter fence Recognise, challenge and apprehend intruders in accordance with the Port Facility’s security instructions

Scenario A separatist group has decided to make the Port Facility the target for its next sabotage attempt. It has sent one of its operatives to reconnoiter the Port Facility

Controller Mission To assess the security measures in the Port Facility in order to plan a sabotage operation

Controller Tasks To enter the Port Facility through a breach in the perimeter fence The breach in the perimeter fence may be simulated by an open side gate To make a well-timed and stealthy approach to defeat perimeter patrols and security guards

Safety Safety Officer: Physical safety of personnel is paramount
There is to be no physical contact between participants and controllers acting as intruders, etc. Security staff are not to use abusive language when talking to controllers acting as “intruders” Do not neglect the safety of equipment
