9 The message Therefore, older people’s housing is about all of us, whether for ourselves or for our parents. For example: By 2030 in West Somerset 40% of the population will be aged 65 and over. The total annual expenditure on care in England is around £23 billion. In many places it makes a significant contribution to the local economy. The refurbishment of sheltered housing and the development of specialist housing for older people could provide a significant boost to the economy.

10 National demographics
Numbers of people aged 80 and over will increase from 2.3 million to 4.4 million by twenty years’ time. Nationally, big differences between rural and urban populations, eg, by 2030 the population aged 75 and over will have increased on average by 47% in urban areas and by 90% in rural areas. Already 60% of all hospital beds are occupied by people aged 65 and over, 40% of whom have a dementia. The rate of admissions of older people to hospital in the last ten years has grown at nearly double the rate for the whole population.

11 Older people and housing
At the last census some 76% of year olds people were property owners. Nearly 50% of all housing equity is held by people aged 65 and over some £3 trillion worth of property assets. About a fifth of older people live in social housing although an increasing proportion of social housing is occupied by older people. Only about 5% live in privately rented accommodation. There are just under half a million units of specialised housing although only about 40,000 are extra care.

12 What do older people say they want
Low maintenance property. Security. Good access to facilities and transport. Good neighbourhood. Attractive accommodation that's fit for purpose. To stay in their own property and not to go into residential care.

13 Issues in specialist housing
Little innovative development in the private sector. Ageism implicit in design from housing to adaptations. Older people not seen as a priority in planning terms. Less funding by the state. Sheltered housing estate dated. Health not recognising the potential gain from housing.

14 Benefits of specialist housing
Delivers clear health gain in lessening the impact of COPD, fewer falls, concentrates need for care. Frees up family housing in both the public and private sector, and offers more units of accommodation per hectare. Allows a win-win to the public in terms of their use of housing equity. Combines care and control for the service user.

15 Strategic Decision Making – from outcomes to outputs
What strategic outcomes are being sought by and for older people? Which of these outcomes might be delivered by an accommodation based response? What part should extra care housing play in making that response? What is the right model for extra care housing in my area?

16 Strategic Housing for Older People
Update and refresh the old toolkit. Bring together a wide range of material about housing for older people. Make it much more applicable to all housing not just the public sector. Provide readable and accessible documents, whether you are a strategic planner, an elected member or a consumer.
