The Killeen Independent School District shall comply with all procedures established by TEA in its annual test administration manuals with regard to test security and confidentiality. The superintendent shall be responsible for ensuring that:

TEA’s Test Security Supplement shall serve as the “best practices” document to guide the district in the implementation of this policy.

8 ON-SITE MONITORING The TEA uses independent test monitors to conduct unannounced visits to districts and campuses during testing. Always be prepared such a visit.

14 Test Security Test security involves accounting for all secure materials and confidential student information before, during, and after each test administration. Trained, certified personnel and/or their trained designees who have signed an oath beforehand are the only individuals authorized to have access to test materials, and all secure items must be kept in locked storage when not in use. Each day when testing has concluded, all secure materials assigned to individual test administrators must be returned to the campus testing coordinator. All reference materials and scratch paper must also be collected and if written on destroyed immediately after the test administration.

15 Confidentiality Confidentiality involves protecting the contents of all secure test materials, including test booklets, online assessments including test tickets, completed answer documents, and TELPAS calibration activities and holistically rated components. Maintaining confidentiality requires compliance with, but is not limited to, all of the following guidelines: All testing personnel must be trained and sign an oath before handling secure test materials or administering assessments. All tests must be administered in strict accordance with the instructions contained in the test administration manuals. 35

16 Confidentiality No person may view, reveal, or discuss the contents of a test booklet or online assessment before, during, or after a test administration unless specifically authorized to do so by the procedures outlined in the test administration materials. If circumstances necessitate that a test booklet or online assessment be examined, permission must first be obtained from TEA. All test content is considered secure until the tests are released to the public. Test administrators who have permission to view secure materials in order to provide an approved accommodation (e.g., an oral administration) must be reminded that they are viewing secure content, and that responding to test questions, recording the information they see, scoring the test, or discussing the content of the test at any time is strictly prohibited. As a reminder of this obligation, these individuals are required to sign an additional section of the test administrator oath.

17 Confidentiality No person may duplicate, print, record, write notes about, or capture (electronically or by any other means) any portion of a secure assessment instrument (paper or online) without prior approval from TEA. Districts may not duplicate and retain either student compositions or short answer responses. Each subject area in a test booklet is sealed. This seal may be broken during the respective subject-area test session only by persons authorized to do so by the instructions contained in the test administration manuals. 37

18 Confidentiality No person may answer verbally or nonverbally any question that relates to the contents of a test before, during, or after a test administration unless specifically authorized to do so by the procedures outlined in the test administration materials. No person may review or discuss student responses or solicit information from students about secure test content during or after a test administration unless specifically authorized to do so by the procedures outlined in the test administration materials. No person may change any response or instruct a student to do so. 38

19 Oaths CTCs & Principals:
KISD requires that CTCs and principals close out their oaths at the end of each school year due to the possibility of position changes, etc. Test Administrators: Testing personnel are required to sign security oath(s) only once for the 2017 calendar year. All oaths are valid for 2017 spring, summer, and fall testing, as well as any field testing and mandatory sampling conducted during this time period. Technology Staff: Technology staff are required to sign security oath(s) only once for the 2017 calendar year. All oaths are valid for 2017 spring, summer, and fall testing, as well as any field testing and mandatory sampling conducted during this time period. Technologist will be trained on February 16, 2017. Non-Certified Personnel: Testing personnel are required to sign a security oath for each administration, as they must be supervised by a certified professional whom must sign off on the oath after testing.

20 Initialed, dated, and signed BEFORE handling any secure test materials.

21 Oaths Test administrators authorized to view secure content (e.g., oral administration, linguistic accommodations, etc.) must initial and sign the bottom portion of their oaths.
