Sharing from Provinces (Ethiopia)
Presentation was made by Alemseged Berhane (TVET Coordinator) an overview of the AET Province TVET activities in general and Hagos Medhin (Job service officer) presented main activities of job service office. Alemseged has presented that even though I am newly assigned for TVET coordinator I have worked with PDO as program Manager for many years and I am familiar with the TVET system in general.
2
--continued He went on to say that TVET in Ethiopia is structurally organized by the Ministry of Education with the specific responsibility of TVET Federal Agency. That means Occupational Standard (OS) is prepared by TVET Agency. Based on the occupational standards given the TVET colleges are expected to prepare TTLM (Teaching Training and Learning Material).

--cont. Cooperative training is mandatory that companies receive trainees for a period for one month on semester basis where trainees are given opportunity to work and practice using the different machineries in the companies. Please, take into account that this cooperative training is not like the German dual system where companies have a say towards the curriculum development.
4
---cont After completion of the training in each level there is certification of competence assessment (COC). The COC is prepared by the TVET Agency. The Salesian TVET centers in the Country are well respected by Government as well as the beneficiaries not only for their quality training but, for the discipline provided during the training (the Salesian spirit).
5
--cont. Companies prefer to hire Don Bosco graduates and in one of our technical college (Don Bosco Polytechnic College Mekelle) the employment rate of our graduates is 98%. This means that in most cases our trainees secure employment before even completing their training. The province is working so that such employment rate duplicates to other centers with lower employment rate.
6
---cont. Our Provincial and his Council has given top priority to TVET system and as gesture the Provincial has decided to nominate a lay person form the PDO to be TVET coordinator so that PDO makes sure that such responsibility is fulfilled as expected.
7
--cont. It is the provinces priority to strengthen the partnership with the Government and private companies so that the outcome of the TVET system in our centers is more pronounced. In some regions due to proper communication with the regional TVET bodies, our teachers are given a possibility to attend Government teachers training during summer.
8
---cont. In some of our centers initial contacts has been done to establish partnership with the University located in the region where our centers are operating. This approach will further be strengthening so that all regions where our technical colleges are operating will have similar opportunity.

Awareness of youths about TVET Organizing cooperative training Doing Tracery study of graduates Organizing short term training courses The network for employability process

1. Awareness raising There are Level by Level organized TVET curriculum and occupational standards(OS). Of these, the most marketable fields which are needed by the local industry are selected and provided as technical training to the youths. Therefore, the youths should be aware about these courses and they have to know if they can do , they can get a job.

2.Organizing a cooperative training
A cooperative training :is a part of technical training which helps the trainees in practical producing of the job with in all work ethics and machineries operation. In this time, the companies manage the trainees as like their employees and they measure , observe all his/her overall performance. And the trainees well introduced with the company & the world of work . And it is mutual benefit to the trainee & to the company .
12
3. Conducting Tracer study of graduates
These whether the graduates are employed successfully or not . It also shows the relevance of their field of specialization and their employed Job; and if incase the gap among. Through this activity also, the researcher can assess what kinds customers(employers) are around such as permanent customers, new customers, potential customers, prospective customers ..etc.
13
--continued Another point for those who not employed , the study browse out why not employed. Lack of technical competence, Ethical , Knowledge or lack of market demand . After these, the solutions has to be discussed in the college. And then the college shall improve, update, enhance the curriculum & its training methods. Then it should make more responsive to the needs of Labor market.
14
4. Organizing short term training
The short courses in one way facilitates the skill gaps of the incompetent trainees; in other way also invites to the new technicians who have experience by doing but no certificate (not learned in theory). These new trainees have to joined after training in to the opportunities such as self employment, more paid employment or continuity of technical education in to next level.
15
The network for employability process
There is the government agency of small & micro enterprises formation. So, in case of self-employment & awareness, we have relation & collaboration with that local agency. Incase of employment , we have relation with the relevant industrial companies through the cooperative training. Incase of certification of competence, we have to contact to COC assessment agency.
