Support for COR™ COR is active as a H&S standard in the following provinces: Alberta Saskatchewan Manitoba British Columbia Nova Scotia Newfoundland & Labrador Yukon New Brunswick (Note: In some provinces COR has become a manner of doing business and a condition of hire)

The Core of COR™ A comprehensive H & S audit tool guides employers
Requires documented policies & procedures, Demonstrated implemented systems, trained employees, Assessment of program and corrective action (Plan, Do, Check, Act) The employer’s H & S management system is certified through a structured audit process of the 19 elements

COR™ Cycle Once a company achieves COR, it is valid for three years:
Year One: IHSA auditor validates that the company/workplace meets the COR standard Year Two/Three: Company completes and submits a COR self-audit to validate that they continue to meet the standard Year Four: IHSA auditor validates that the company/workplace meets the COR standard

Status of COR™ in Ontario
Approximately 1100 companies are registered and over 230 are certified IHSA focusing on buyers of construction 3 – 5 buyers are expected to announce their support in 2017 New legislation (Bill 70, Schedule 16) gives Chief Prevention Officer the power to provide recognition to employers who certify to a OHS management system October 2016 Currently, more than 828 Ontario workplaces are actively pursuing COR™ Certification (currently 1054 – growth of 230+ registrations in 9 months) 141 Ontario workplaces have achieved COR™ certification (currently 205)

Current safety requirements
Compliance with the Occupational Health and Safety Act as it applies to the Constructor No formal Contractor Safety Program Contracts are typically awarded on low bid alone Only one vendor has questioned this in the last 2 years. Currently require our vendors to comply with the Occupational Health and Safety Act as it applies to the Constructor No formal Contractor Safety Program in place outlining consistent health and safety requirements of Constructors and service contractors. Why implement COR™? By implementing COR™ we are asking our Constructors to demonstrate that they have audited systems in place to promote compliance with the Act. Our staff and our resident’s safety is in the hands of the Constructors we hire Reputational risk City COT example with TSSA, City of Sudbury Grey area on what questions a buyer is to ask in regards to safety, have Mayors backing Even though we are not the Constructor, it will be a “City of Brampton project” regardless of who is actually doing the work

What COR™ will do Lower injury incidents and accidents
Demonstrate a higher degree of due diligence Won’t cost the City any money or time – we just ask for it All the City has to do is ask for it. COR™ certified firms have been shown to have lower injury incidents and accidents. Demonstrate a higher degree of due diligence on the projects we fund and outsource Asking our vendors to become COR™ certified will not cost the City any money or time

What COR™ won’t do Not a magic wand
Doesn’t mean it can relied upon as a due diligence defense Audit is only as good as the auditor Third party qualifiers. Not a magic wand, bad things can still happen; this is just one tool that can be leveraged to manage contractor safety Doesn’t necessarily mean that COR™ can relied upon as a due diligence defence Audit is only as good as the auditor Systemic pressures on external auditors and on management to comply

FAQ’s we heard about COR™
Will it shrink our market? Will this drive prices up? Will this put additional strain on smaller contractors? Why is the # of certified and registered contractors small? Should it be targeted to high risk projects only? Who are the competing bodies? Is there capacity to get all the contractors certified in a reasonable time frame? Why doesn’t Brampton become COR™? Get more info on competition…. ISNetworld (Region of York had them, ending contract, paper based only, expensive. Compliance system vs. management system) OHSAS/BS (ISO 45001)can get equivalency for COR Last question is biggest criticism of buyers who are asking for COR from their vendors

Where are we right now? Brampton City Council unanimously adopted the Certificate of Recognition (COR™) program We are conducting a pilot program in PW&E to become COR™ certified Report back to senior management of feasibility of City becoming COR™ Maybe stick to initial gap analysis and then have H&S report back. As a pilot project, Public Works and Engineering will be partnering with Health, Safety and Wellness to conduct a gap analysis and determine the next steps towards becoming COR™ certified.
