3 Why the need for a Prospectus
Demonstrating the power of Culture & Sport/Physical Activity in tackling inequalities. Potential for development in Culture and Sport/Physical Activity across the life course is strong Industry recognition that Culture and Sport/Physical activity spend has greater potential to achieve impact for people in the greatest need. Willingness for realignment of investment in Culture and Sport/Physical Activity services, recognising their potential to deliver on the Governments key priorities including the Active Scotland Outcomes. Evidence that sport can help build social capital, acting as a ‘social glue’ by increasing social connectiveness and sense of belonging. There is evidence that cultural participation can contribute to social relationships, community cohesion, and make communities feel safer and stronger. There is evidence that participation in sport and physical activity by young people has a positive impact on academic attainment and positive social, emotional and behavioural outcomes.

4 Why the need for a Prospectus
Physical inactivity contributes nearly 2,500 deaths a year in Scotland, and costs the NHS around £91m a year. (2014 Scottish Budget) Being physically active reduces the risk of heart disease, stroke and type 2 diabetes by up to 50% and the risk of premature death by up to 30%. (UK Chief Medical Officers report 2011) A 1% increase in physical activity participation would yield a £3.5m NHS saving per year on coronary heart disease, stroke and colon cancer alone! (Scottish Government: programme for Scotland 2011/12) 1 in 6 adults exhibited signs of psychiatric disorder, (evidence shows physical activity delivers mental health improvements)

CRF = Cardio-respiratory fitness (how puffed you get at the top of the stairs, and how quick you recover your pulse and breathing to enter your next meeting……)

6 SMOKADIABESITY Add up the known risks from smoking, diabetes and obesity (see previous slide) and you ALMOST reach the impact of the risk from physical inactivity. So we need a name for this new terror disease - SMOKADIABESITY OR we could prevent it by getting active as part of normal living. But why is this important. It’s important because so many of our population (especially elderly population) are inactive, and because it’s such an important risk factor for poor health outcomes

7 Why the need for a Prospectus
Cutting budgets in culture and leisure will not offer a solution to the challenges facing public service delivery organisations. The resources channelled into these services are too small to make a significant difference, yet damaging service delivery will have disproportionately negative impacts on communities and will result in disproportionate increased costs to other public service delivery organisations. (EKOS Survey Feb 2014).

8 The Power of Culture and Sport / Physical Activity Services
The Prospectus demonstrates that Culture and Sport / Physical Activity services can and should be considered as core services alongside Education, Health and Social Work to deliver immediate and long-term economic benefits. However, what makes Culture and Sport / Physical Activity different is that people will choose to engage and feel empowered, connected and inspired as a result.
