3 Issues : How Gender Sensitive are current Governance Institution and Process? Has reservation empower the women if so to what extent? What is the degree of their inclusion in the rural power structure? Do the women decide on their own to context in the election? How do they involve themselves in electioneering? How do they discharge their functions while holding public office? How do they respond to the challenges from the family, community, political party, officials and others? Can they be the change makers? Why not?

Reservation of 50% of seats in Panchayati Raj Institutions Reservation of the seat of vice chairperson in each tier in such places where the chairperson’s seat is reserved for male. Minimum 30% attendance of women in Gram sabha for quram Minimum 10% of attended voters of Pallisabha should be women The fourth standing committee on each tier consist of only Women elected PRI members.

MGNREGS : Minimum 33% of the unskilled labourer should be women. Equal wage for male and female. Crèche facility for the children less than 6 year at the work site. Preference to give work to women nearby their house. DAY NLRM : Formation of SHG & Federation Skill development Linkage with the bank Promotion of market Information dissemination on different social issues PRADHAN MANTRI AWAS YOJANA : Preference to the houseless single women Joint work order in the name of husband & wife

11 What can be done? Reservation is not the panacea; but it throws up an excellent opportunity Moving from critical mass to critical action Capacity Building Changing rotation rules Deepening of democracy Interface between Self-Help Groups and elected women representatives Federating elected women

12 What can be done? Mobilize competent women to contest
Capacity building to meet their specific requirements/ problems. Establish Gender Budgeting and Women component plans Ensuring transparency and accountability Provide a support structure In the office In the family and In the society
