Allowed the Allied Powers to buy arms if they paid cash and carried them in their own ships (Why use their own ships?)
Lend-Lease Act of 1941
British ran out of cash to buy supplies
Congress allowed Roosevelt to lend or lease them
Applied to the Soviet Union when Germany invaded them
Air bases were built and the US Navy was ordered to escort British ships across the Atlantic
