2 UNODC’s Role in Terrorism Prevention
Strong General Assembly mandates to assist Member States adhere to the international legal framework against terrorism; Close cooperation with Security Council and other UN agencies; Active participation in CT international and regional Fora (GICNT, GCTF).

3 Strengthening the legal regime against terrorism
Ratification and implementation of international CT conventions and implementation of UN Security Council resolutions; Harmonization of national laws with international obligations in the framework of the rule of law; Building national capacity to implement CT laws; Strengthening international cooperation; Building legal expertise in specialised areas (CBRN, Transportation security, Financing of Terrorism, Victims, Use of the Internet for Terrorist Purposes) Addressing complex legal issues arising from the links between terrorism and other crimes (illicit trafficking, money laundering, cyber crime, piracy etc).

4 Resolution 1540 (2004) Adopted under Chapter VII of the UN Charter
Inter alia, all States must adopt and enforce legislation prohibiting non-state actors to manufacture, acquire, posses, develop, transport, transfer or use: nuclear, chemical and biological weapons (WMD) means of delivery In particular for terrorist purposes
