Scope of the Project to help the Slovak Ministry of the Environment (MoE) and the Slovak Environmental Agency (SEA) to create institutional and organizational conditions for sound implementation of the following Directives: Directive 2002/96/EC of the European Parliament and of the Council of 27 January 2003 on waste electrical and electronic equipment (WEEE), Directive 2002/95/EC of the European Parliament and the Council of 27 January 2003 on the restriction of use of certain hazardous substances in electrical and electronic equipment (RoHS), Directive 2003/108/EC of the European Parliament and the Council of 8 December 2003 , amending and supplementing Directive 2002/96/ECon waste electric and electronic equipment (WEEE). with regards to Council Decision 2004/312/EC and Commission Decision 2004/249/EC of 11 March 2004, regarding the questionnaire of Member State Reports on implementation of Directive 2002/96/EC 17th BCRC Workshop Bratislava

5 Specific Objectives of the Project
Analyze current situation in implementing Directive on waste electrical and electronic equipment and suggest amendment or supplementation in existing or preparatory national legislation on waste electrical and electronic equipment, Analyze individual and collective system of providing separate collection of WEEE, Suggest optimal system of providing separate collection of WEEE using best available techniques for treatment, reuse and recycling, Establish Register of Producers of electrical and electronic equipment as a part of information system on EEE and WEEE, Prepare and train personnel of the Slovak Environmental Agency with regards to sound data reporting on WEEE for the requirements of the EU. Train personnel of producers of electrical and electronic equipment and personnel of operators involved in treatment of WEEE responsible for data reporting records, Adequate promotion of project results. 17th BCRC Workshop Bratislava

18 Recommendations of the project
To introduce obligation for municipalities to collect waste electrical and electronic equipment, To introduce obligation of electrical and electronic equipment take back at retailers from certain size, To introduce obligation of compliance schemes to support financially municipalities in relations with separate collection of waste electrical and electronic equipment, To introduce in the waste act an institute of compliance schemes and to set their rights and obligations based on principal equal conditions, To cancel quantitative targets for collection and to introduce qualitative targets (to take all collected waste electrical and electronic equipment and to cover whole territory of Slovakia), To cancel the obligation to pay fee to Recycling Fund for non-household electrical and electronic equipment, To decrease the involvement of state administration in the process of registration, collection and processing of information; to strengthen the position of commissioned organization in this area, Possibility to introduce clearing-house. 17th BCRC Workshop Bratislava
