PURPOSE To provide progress to the Portfolio Committee on some of the matters arising from the last oversight visit to Nelson Mandela Museum in October 2016

MATTERS ARISING FROM THE OCTOBER 2016 SITE VISIT
The following matters arose from the site visit: The status of Council Human resource related matters Organizational Structure Job descriptions Performance Agreements 2016/17 Labour related issues The strike Injury on duty Shifting of employees during restructuring

Communication within the organisation Management meetings Meetings with staff Ongoing dialogue with unions Infrastructure related issues Qunu upgrade The status of the 3 sites Interest accrued from capital works funding Tools of trade Financials Audit improvement plan GRAP 103 and security of collections

STATUS OF COUNCIL The new Council was appointed on 01 November 2016
The new Council was appointed on 01 November 2016 Council is fully constituted is comprised of 14 members, inclusive of representatives from the following stakeholders: Mandela Family, Walter Sisulu University, EC Department of Sports, Recreation, Arts and Culture and EC Department of Corporative Governance and Traditional Affairs. Council has constituted five Committees of Council: Finance ; Audit and Risk; Content; Institutional Development; and Community development & fund raising.

Critical Challenges Proposed Solutions Response Current organisational structure is top heavy i.e. 11 managers and 14 low level workers and also contains unfunded posts Review the current organisational structure – NMM should consider employing an expert to assist with this process NMM to provide progress made to date in its presentation Not all staff members have Job descriptions Not all Performance agreements signed

Critical Challenges Proposed Solutions Response Injury on duty: Accident resulting in Injury to the Driver – Mr Mtshushisi Tyalakhulu. Nelson Mandela advised to handle the matter as a matter of urgency and to provide support to the staff member NMM to provide progress made to date in its presentation Disciplinary charges against employees Charge sheet to be prepared and charges to be served to the affected employees.

INFRASTRUCTURE/CAPITAL FUNDS
Critical Challenges Proposed Solutions Response The status of the 3 sites – Bhunga, Qunu and Mvezo Council to lead the discussions between NMM and Chief Mandela to ensure that Mvezo remains part of the Mandela narrative NMM to provide progress made to date in its presentation Development and upgrading of Qunu Youth and Heritage Centre at a cost of R15 million Nelson Mandela Museum to develop a plan on how they will roll-out the project Use of Interest accrued from Capital works funds Museum to introduce proper accounting system

Critical Challenges Proposed Solutions Progress Financial statement misstatements in 2015/16 Museum should de-centralise the finance function (from the CFOs office) and delegate some of the responsibilities to the finance team NMM to provide progress made to date in its presentation Irregular and wasteful expenditure incurred during The CEO to commission an investigation into the Irregular and Wasteful expenditure Audit improvement plan Regular review of progress against the plan
