1 South East Regional Coastal Monitoring Programme
Annual Meeting 19th October 2007

2 Towards development of a national approach to coastal monitoring
Bill Symons Defra

3 Development of Programme
DEFRA hosted project steering group Representatives of coastal groups Scoping review of current situation

4 Programme Structure Separate programmes to be developed on a regional basis for major coastal cells Interim programme National programme 2011 on In accordance with a National framework. Based on programme structure for SE and SW

5 Potential National Coastal Monitoring Programme Framework

6 National Programme A Justifiable business case has now been prepared for SE SW, NE and NW These all show that benefit cost ratio rises with time

7 Risk based programme design framework
Geomorphology / geology Defence type Exposure Erosion risk Flood risk Strategic management option

8 Programme Design Local requirements for scheme specific activities
Site specific variations identified through the risk based framework Linkages between the programme elements. Strategic requirements for development of SMPs and coastal strategies Operational management of beach management plans Input to capital scheme design Monitoring of scheme performance

9 Programme Composition
Minimum requirements to inform national and legislative targets Updating coastal change mapping for SMPs based on 5 yearly aerial surveys Ecological mapping at an interval of not more than five years to comply with biodiversity action plan habitat monitoring requirements. Plan shape change and erosion mapping for national erosion mapping based upon 5 yearly aerial surveys

10 Regional Variability

11 Programme Composition -Innovation
Innovation opportunity is needed to ensure development of alternative techniques Eg remote sensing New Technology

12 Programme Management Programme to be managed regionally,
Joint management by operating authorities from the EA and LAs.

13 Economic Assessment Standard economic assessment procedures should be adopted for scheme assessment and prioritisation of programme composition

14 Specifications EA standard specification and model brief for coastal surveys to be adopted Specification to be controlled centrally, regular reviews to embrace use of developing technology. Standardised data QA procedures to be adopted for each data type

15 Data Management Channel Coastal Observatory data management and delivery system, to be adopted and developed as a national coastal data archive Online freely available delivery of data to be enabled for all regional programmes. Front end portals to be provided for each of the regional programmes All data sets to be quality checked prior to loading to the central archive Data analysis and reporting to be continued at a local (regional) level

16 Performance Measurement
Programme performance review to be conducted in support of each phase of monitoring programmes. Evidence of programme delivery against original programme targets Technical review Economic review should provide evidence of achievement of the economic benefits assumed at the programme application stage. Environmental changes to be reported Subsequent phases of monitoring programmes should be modified to reflect the outcomes of the performance review

17 Programme Coordinated programme design to be conducted by CCO commencing 2009 Framework of programmes to be designed nationally Single application to be presented to NRG for approval Commence programme 2011
