Private Sector Engagement
The Department requested private sector players to submit their broadband plans
Private Sector player further highlighted the challenges they are facing with rollout:
The limited availability of spectrum
High cost of site acquisition and leases
Misalignment of municipal policies and regulations and long lead times for permit approvals
Theft, vandalism
The DTPS is conducting a market structure and open access study to determine how public and private sector players could benefit from infrastructure sharing principles
DPTS will have further engagements with the private sector to encourage investment in under-served areas
Public Sector Engagement
An multi-stakeholder steering committee and task teams have been established to drive the development of the implementation plan.
DTPS is engaging SOC/Es on broadband issues
DTPS also engaged with provinces to understand their plans and delivery models.
Our main findings are that:
Telkom has an extensive fibre network that reaches all provinces
BBI’s is working with USAASA and Provincial Governments to develop plans
Except for Gauteng and the Western Cape, broadband plans in other provinces are not funded

12. Conclusion and Way Forward
The primary role of the DTPS is to achieve a greater state of coordination amongst stakeholders in the broadband value chain
Coordination will address overlapping mandates and avoid duplication by SOEs and private sector
The DTPS is working with SOCs to harness their potential for broadband delivery and to align their plans to SA Connect
The DTPS will engage further with the private sector to establish how it can play role in delivering services in under-service areas
Detailed Planning for projects under the four pillars of SA Connect is underway to assist with the finalise of the implementation plans
DTPS in collaboration with relevant national department, province and relevant district municipalities to coordinate, plan and implement 1st Phase of broadband rollout.
In collaboration with provinces, DTPS to finalise the 2nd Phase comprehensive planning by July
