Mussolini decides to conquer Abyssinia in retaliation for the humiliating defeat of Italy by Abyssinia in 1890 and to start building an Italian Empire like GB and France.

Why did economic sanctions fail?
Russia, Austria, Switz, Albania, Hungary ignore sanctions – continue to trade with Italy Germany supplied Italy with 16,000 rifles machine guns No attempts made to deny Italy of vital resources such as oil, coal, iron and copper French reluctance to implement sanctions vs Italy so do not offend Italy. Mussolini might ally with Germany. GB did not stop Italian access down Suez canal for same reason as French.
