Superintendent’s Role in the ECI
Good business relations between parties The ECI modal is dependent on participation GBA’s role: Assist in establishing the correct contractual path Administration of EOI Tender assessment and recommendations Stage 1 & 2 Contract Administration George Bourne and Associates has a long history of working with Longreach Regional Council to supply the best services for the towns people The ECI modal is dependent on successful participation by all parties and a strong working relation is a good start GBA has been involved from the beginning to: Assist in establishing the correct contractual path Administration of EOI Tender assessment and recommendations Stage 1 Contract Administration Stage 2 Contract Administration

Tender Assessment Tender assessment was effective
EOI made the final recommendation simpler Thorough assessment with only three contractors Assessment: Design vs Construction vs Cost The combination of EOI followed by the tender assessment of the short listed contractors was effective The EOI made sure we have contractors that will appreciate the ECI process and made the tender assessment easier for the superintendent With only three contractors in the shortlist, the superintend can concentrate on being thorough and recommend the best contractor For assessment the superintendent must look out for a combination of design and construction experience and compare it to cost. All three factors must be balanced for ECI

Stage 1 – ECI Communications
Communication is key Establish correct communication channels Sharing of technical information Separate Contractual and Technical information Technical meetings fortnightly Contractual meetings monthly Electronic correspondence is effective Face to face communication The project team is fairly large during design development with many ideas and correspondence to match Good communication channels where established early in the project and helped to keep momentum going The Design Consultant reports to the Contractor but technical information was shared by all It is important to separate Contractual information from Technical information – Had Separate meetings Technical meetings fortnightly Contractual meetings monthly Electronic correspondence is effective and especially useful for remote areas Face to face communication is always the most effective

Stage 1 – ECI Contract Project team was enthusiastic and cooperative
Design work is paid per hour at contract rates Assess claims on value for money Cost of Design vs Cost of Construction ECI is a design development process Detailed design left for stage 2 Flexibility to allow construction works The client, contractor & superintendent all have the same goal in mind – a successfully completed project and an understanding of the process and effort to reach successful completion Design work is paid per hour at contract rates and superintendent must have a feel for productivity Design work must be carried out efficiently and superintendent must assess claims on value for money With a fixed project total, more money spent on design means less money for construction It is not essential to complete detailed design in Stage 1 The ECI design process leads up to detail design through a methodical process of investigation, survey, establishing standards, hydraulic design and prioritizing pipe replacement Stage 1 was concluded when there was suitable information for the detailed design The ECI contract includes rates for construction. 25% of this contract was paid for DMA pit construction and valve replacement

Stage 2 D&C Contract Back to the comfort zone - D&C Contract
Finalize this contract during stage 1 Schedule of prices calculated from contract rates Schedule of prices is key for risk allocation Assessment of progress claims Detailed Design at a rate per meter Stage 2 was administered as a D&C Contract but required the ECI process first The contract document was compiled during stage 1 and could only be completed once the replacement prioritization was finalized and the schedule of prices agreed upon Schedule of prices are calculated from the original contract rates eg: Rates per meter of constructed pipe calculated from day work rates The allocation of risk shared by client and contractor was reflected in the structure of the schedule of prices Schedule of prices allowed for easy assessment of progress claims Detailed design drawings were paid for in Stage2 at a rate per meter

Superintendent’s Conclusions
Good faith and Cooperation The D&C contract would not have been as successful without the ECI process ECI leads for future D&C contracts Construction methods and Contract Documents established for future projects Estimate cost of future projects Quantify the reduction in water leakage Terms such as good faith and cooperation stand out in the ECI contract The success of the ECI process is best measured after construction is complete The Stage 2 D&C contract would not have been as successful without the ECI process The ECI process has produced enough information to run all the remaining future pipe replacement on D&C contracts Construction methods and Documents developed during the ECI process can be used for future tenders Schedule of prices can be used to accurately estimate cost of future projects Measures are in place to quantify the reduction in water leakage now and in the future

Superintendent’s Conclusions
Success is measured by the combined benefit that both parties have gained from the contract Project success was due to a strong project team and a good understanding of the ECI process A successful contract is not measured by the amount of money gained or saved by an individual party Success is measured by the combined benefit that both parties have gained from the contract This project has been a true example of success thanks to a strong project team and a good understanding of the ECI process
