Definition of terms Food waste is not “recyclable material” by CCR
Green material, food material defines as in CCR, which may prove to be a moving target Putrescible organic material As opposed to green material Solid Waste includes putrescible organics

Diversion discussion – Numerous problems can occur with putrescible organic material when diverted “The garbage that makes garbage garbage” Hauling putrescible material requires a valid solid waste franchise Facilities need to have SWA stamp of approval

Mechanism for effectiveness
Generators must have organics recycling program Hauler must have franchise to collect POM. Franchisees must meet diversion requirements Diversion credits only at Certified facilities
