Travel Demand Management (TDM)
A collection of strategies designed to reduce automobile trips and associated roadway congestion and parking demand by redistributing travel to alternative modes, times and routes Infrastructure Parking Management Services Subsidies Education Legislation TDM Is a focus of the 2045 RTP.

TDM Is a “Win-Win” for Public and Private Sectors
Benefits to Communities Benefits to Developers Public/local govt Increase potential revenue from development with less infrastructure demand – TDM maximizes existing infrastructure, can allow for more development in less space Improve mobility with less infrastructure investment Improve return on transit investment – increasing access, increasing revenue recovery in short term and supporting ridership Improve environment and health Developers: Immediate and positive transportation impacts – unlike trans and land use changes, TDM can be implemented quickly and w/o lengthy planning and approval process LEED Building Design and Construction: Bicycle storage and shower, reduced parking footprint, EV charging LEED Operations and Maintenance: Alternative transportation (up to 15 points) Cost savings Less parking Fewer vehicle trips means less investments in intersection improvements, deceleration and acceleration lanes Often less expensive to implement TDM than to build these improvements Increase community support Marketability – residents are looking for walkable environments where they don’t have to rely on car for every trip (millennials, seniors)

TDM Stakeholders Targeted developers and local government to better understand knowledge of TDM and capacity for implementing TDM strategies Feedback Developers are already doing some TDM, they just don’t call it that Developers and local governments requested a TDM toolkit that accounts for land-use context Workshop attendees said they need help understanding what strategies can work in areas that are typically car dependent and lack good transit service.

Next Steps Finalizing 2045 RTP project evaluation
Project in keeping with recommended areas of land development/intensification as one key evaluation metric For this criteria, all projects were evaluated against transit and multimodal potential based on the land use context; complementary TDM investments were identified if appropriate Draft 2045 RTP by end of year Refinements to toolkits and calculator and then rollout
