2. INSPECTION REQUIREMENTS FOR NEW MANUFACTURED VEHICLES
Any newly manufactured vehicle not currently recognized for sale in the State of Maryland must be inspected by Division personnel to ascertain if the vehicle in question meets minimum safety standards for Maryland.

3. MVA Vehicle Services steps:
MVA obtains all documentation regarding the vehicle from the requestor.
All documentation must be specific to the vehicle they are going to manufacture and must reflect the same V.I.N.
Requests a sample Manufacturer’s Certificate of Origin.
Obtains a copy or photo of the Federal Motor Vehicle Safety Standard (FMVSS) Label specific to Manufacturer’s Certificate of Origin.

5. MVA Vehicle Services steps:
Requests a copy of the owner’s manual for the vehicle.
Searches Internet for additional information as required.
Sends request letter to ASED.

6. A.S.E.D. steps: ASED Command reviews all documents submitted by MVA.
If documentation is sufficient, the ASED Training Unit contacts the requestor to make arrangements to have the vehicle brought in for an examination. 
Vehicle examination is conducted
at ASED’s Training Facility:
full inspection bay and tools,
vehicle is road tested.

7. Examination Objectives
Note safety issues.
Determine vehicle’s road-worthiness.
Determine classification if applicable.
Recommendation to MVA Administrator to approve or disapprove.
