3 B-13: What and Why WHAT WHY
Indicator 13 of the State Performance Plan. Addresses procedural compliance issues with the development of transition plans within the IEP. Must address transition in IEPs where the student will turn 16 or is 16 years and older. OSEP requires every state to develop a State Performance Plan around 17 indicators. States must develop a process to collect data relative to these indicators. OSE must report annually the State’s compliance with the B-13 indicator. MDE, Office of Special Education

10 Points of Misunderstanding or Concern
Areas that require a postsecondary goal. Functional Vocational Evaluation. Interviews vs assessment. Independent Living vs. Adult Living (or where you want to live). Annual Goals – must have all 4 components w/in the IEP. Assessment(s) that is unrelated to the Postsecondary goals and/or the transition plan. MDE, Office of Special Education

11 B-13 Activity Work with a partner to review the IEP using the B-13 checklist. Be prepared to report to the group the outcome of the review. MDE, Office of Special Education

12 Checking for Understanding
What is the “cutoff” date for an IEP when completing the file reviews in the Spring of 2018? If an IEP contains a postsecondary goal for community experience but is not written in terms of a goal, do you mark as “non-compliant”? What is a functional Vocational Evaluation and when would this be appropriate to administer? Does an interview with the student or parent suffice for a transition assessment? MDE, Office of Special Education

13 Next Steps OSE has completed reviews of the uploaded IEPs from April 2017. The overall data set is being reviewed/compiled. Corrective Action Plans and Student-level Corrective Action Plans will be issued in the September Workbook. MDE, Office of Special Education
