COUNTY ATTORNEY 2018 BUDGET DISCUSSION

PROGRAMS & SERVICES: Criminal Prosecution: Prosecution of all criminal matters in District, Justice, Drug and Juvenile Courts (UCA Title 17, Chapter 18a, Part 4). Civil Legal Services: Provides full range of legal services and lawsuit prosecution and defense for the County and its special service districts (UCA Title 17, Chapter 18a, Part 5; UCA 17-18a-603). Victim Services: Provides Victim Advocacy services to victims of crime (UCA thru 14) and operates the Children's Justice Center, which provides a comprehensive response to the sexual abuse of children (UCA Title 77, Chapter 37). These should be the three main statements that were provided in your department’s budget requests. Use the time with the council to address the “Description” portion of the basic concept statements.

COUNTY ATTORNEY REVENUES:
$60,000 annually from Interlocal Agreements - Mountain Regional Water - Park City Fire - Snyderville Basin Recreation $75,000 annual grants for CJC operations - Utah Attorney General - Park City Include a BRIEF discussion regarding fee revenues if applicable and whether these fees are being changed in adoption with the budget. Also, include a discussion regarding grant or contribution revenues and what programs or services WILL NOT continue if the grants or contributions are not received.

COUNTY ATTORNEY Efficiencies and budget savings:
High success rates – criminal conviction (90%) and civil litigation (80%) Criminal division is completely paperless Use of the cooperative justice model Major changes in department from 2014 to now. Significant turnover in criminal division Use of a contract forensic investigator (CJC) is expected in 2018 Address PROGRAMS & SERVICES that are provided by your department. DO NOT necessarily get with the council and say, “In 2014 my budget was $xxxx and in 2018 it will be $yyyy.” A better example would be to state, using Elections as an example, “In 2014 we were voting by machines, now we are doing mail-in ballots.” Here, continuing with the example, it could be stated that this is more or less efficient than the machines determined by whatever measure of success.

COUNTY ATTORNEY Any potential federal, state mandates/legislation affecting department: January 1, 2018, criminal division is required to screen all juvenile cases PIMS (the prosecution case management program) will become obsolete in The criminal division will need to migrate to a new system in 2018 – Expectations are the cost will be ~$50,000. This would be the time to make the council aware of potential changes that your particular associations may be discussing at either the federal, state or local levels.

Preparation of transactional documents for transportation and workforce housing Legal defense of rooftop solar program Legal advice to planning commissions Drug Court Additional Request. Migrate County Investigator position from hourly to salary. This may cost up to $5,000. This would be the time to make the council aware of potential changes that your particular associations may be discussing at either the federal, state or local levels.
