WHAT’S FULL EMPLOYMENT?
ECONOMIC DEFINITION Full employment occurs when the factor of production – i.e labour is fully utilised. Everyone who is willing and able to work in the economy has a job that utilises their skill level. OFFICIAL DEFINITION Full employment occurs when all people in the statistical workforce has a job.

OFFICIAL DEFINITIONS OF UNEMPLOYMENT
The Official definitions are established through the following surveys Census definition Household Labour Force survey (HLFS) Quarterly Employment survey (QES)

CENSUS SURVEY This survey is done once in 5 years
The survey includes ALL individuals resident in New Zealand. The sample size being the largest, it is the most accurate measure, but the large data size takes a long time compiling. This delay makes some information redundant.

HOUSEHOLD LABOUR FORCE SURVEY
This survey is done once every quarter. The survey is based on a sample size of about 15,000 private dwellings. This survey began in 1985.

THE QUARTERLY EMPLOYMENT SURVEY
This survey is conducted once every 3 months. About 18,000 different industries across New Zealand are surveyed. They are surveyed on: Average hourly and weekly wages Average weekly paid hours and The number of filled jobs etc.
