Is Simon saved at this point?

If he wasn’t “truly saved”, then why didn’t Peter tell him to repent and be baptized, like in Acts 2:38?
The bible tell us to be baptized to be saved in Mark 16:16; 1 Pet 3:21; and many more.

Would a Feigned or insincere Believer react this way?

His reaction would more logically have placed him in the soil with weeds which are the cares of this world.
