Developments in the Community transport policy and their statistical implications
The White Paper 2011 sets the Commission strategy on transport for the next decade. It was adopted by the Commission at the end of March 2011. Working Party on Transport Statistics – UNECE 14-16 may 2012

Outline White Paper on Transport 2011: main statistical implications
Data needs on Alternative Motor Fuels (AMF) vehicles The EU2020 strategy and the European semester DG MOVE initiatives in the area of statistics In my presentation, I will first list the challenges which are addressed by the White Paper. Then, I will outline the long term vision for the transport system. In addition, I will focus on the main target of the White Paper and on the 10 indicative goals, as long as on the implications in terms of statistical needs. Finally I will mention some DG MOVE activities in the area of statistical collection and dissemination.

The White Paper is meant to provide an answer to a set of challenges

White Paper: main statistical implication and future needs
10 Goals - monitoring: necessary to have indicators on modal split (by distance classes) for both freights and passenger transport. Transport emissions more and more relevant for policy purposes: need to improve the availability of detailed data on emissions (urban vs interurban, passenger vs freight). Need to monitor developments in the urban areas: data on urban mobility. As indicated in the White Paper, one of the necessary elements for the setting up of a strategy on road safety is to come up with a harmonized definition of road injuries (major and minor injuries – the current definition used in the CARE database – serious injuries: at least 24 hours in the hospital is not satisfactory).

DG MOVE initiatives in the area of statistics
Road safety: CARE database Statistical Pocketbook - Transport in figures (2011 edition now online) Observatory on transalpine traffic (2010 edition now online) Study on urban transport statistics: inputs for future data collection at EU level. Still ongoing. CARE is a Community database on road accidents resulting in death or injury (no statistics on damage only accidents are kept). The major difference between CARE and most other existing international databases is the high level of disaggregation, i.e. CARE is based on detailed data of individual accidents as collected by the Member States. This structure allows for maximum flexibility and potential with regard to analysing the information contained in the system and opens up a whole set of new possibilities in the field of accident analysis. National data sets are integrated into the CARE database in their original national structure and definitions with confidential data blanked out. However, transformation rules are implemented in the CARE database in order to increase data compatibility and thus enhance the functioning of the system. The Council decided on 30 November 1993 the creation of a Community database on road accidents ( Council Decision 93/704/EC, Oj No L329 of , pp ). This database at Community level (CARE - Community database on Accidents on the Roads in Europe) would make it possible to identify and quantify road safety problems, evaluate the efficiency of road safety measures, determine the relevance of Community actions and facilitate the exchange of experience in this field Study on urban transport statistics: started in march of 2011 in mid 2012. Observatory on trasalpine traffic: the agreement between the EU and Switzerland on the transport of passenger and freight by car and railway (entered into force in 2002), foresees the set-up of an observatory on freight traffic (railway and road) in the alpine region. The tool is meant to collect regularly a set of data allowing counties to follow the evolution of traffic and its determinats. This will help the policy making both at national and EU level.
