GRASP THE SITUATION CURRENT STATE Fixed Meal Times (All Three are Hot): 4:30 am – Breakfast 11:30am/12:00pm – Lunch 5:00 pm – Dinner Takes D/O approx. 2 to 4 hours to cook & prepare meals Focus on dinner preparation and service Busiest Most Prisoners Heavy prisoner arrival time 5:00 pm to 10:00 pm 3:00 pm - Prisoner Count Count is anywhere from 60 – 300 prisoners Lower on weekdays Higher on weekends Medical meals – pregnant women, diabetics, vegetarians 3:00pm – 5:00 pm – Showers & Medical Checks Variables: Fights Medical emergencies/medical transfers Transfers (arrestee’s) Contraband searches Visitation overlap O.R’s/PCD releases/Bail Outs Detective Interviews 3:00 pm to 5:00 pm - Food Preparation: Meals in ovens Thawing/warming bread Meal setup (spoons, apples, milk bread) 5:00 pm – Food Delivery: Request additional personnel Pull prisoners from cell Cell inspection/cleaning Food Service/Prisoner Return 6:60 pm – Complete New Bookings (After Headcount/Not Fed) Arrestees are irritated & confrontational Staff adjustment for medical meals prep (redeployment) Supervisors altering policy/ meal service times due to health department Generates bad morale Encourages “me to” Non-stop cooking/feeding Staff adjustment/redeployment required Arrestee complaints Potential liability Negative Effect on P/Os Understaffed booking area Longer wait times Inefficient process Animosities develop between P/Os and Jail Staff Effect COP mandated lower response times for patrol Creates service delays and complaints Problem Statement: Current feeding process negatively impacts P/O bookings, arrestee temperament, creating potential officer safety issues and LAPD liability.
