Because of Jefferson’s success in his first term, he was re-elected in1804.
Jefferson received 162 electoral votes to only 14 for Charles Pickney.

Jefferson’s 2nd term began at peace, but the War btx Britain & France threaten ed to interfere w/ American trade. American trade depended on being able sail the seas freely.

American had won the challenge w/ the Muslim Barbary Coast pirates
Now it was challenged by Britain & France, the 2 most powerful nations in Europe.

Neutral Rights Violated
The U.S. was able to trade with both Britain & France when they went to war in 1803. The U.S. had to remain neutral so U.S. ships could conduct business w/ both countries

A nation not involved in the conflict had neutral rights- the right to sail the seas and not take sides. From 1803 to 1805 American shipping continued to prosper, but France & Britain lost its patience with American “neutrality.”

Britain blockaded the French coast and threatened to search all ships trading w/ France. France said it would search & seize ships caught trading with Britain.

American Sailors Kidnapped
Conditions in the British Royal Navy terrible. Britain was in desperate need of sailors and would stop American vessels and search for sailors suspected of being British deserters.

The British Navy would force people to serve in there Navy in what was called impressment. While some taken were British deserters , thousands of American born and naturalized citizens were forced into impressment.

Attack on the Chesapeake
Often British ships would lie in wait for American ships outside of American Harbors. June 1807, this happened of the coast of Virginia This caused Anti-British sentiment & anger not seen since the Revolutionary War.

The British vessel the Leopold, intercepted the American vessel Chesapeake. The Capt. Of the Chesapeake refused a search & boarding by the British.

The British fired on the Chesapeake, killing 3 & wounding 18 sailors. Sec of State James Madison called the attack an outrage and many wanted war. Jefferson opted for a different course of action.

Disastrous Trade Ban Britain’s impressment of sailors and its violation of American Neutrality rights led Jefferson to ban some trade with Britain. After the attack on the Chesapeake, Congress passed the Embargo Act.

Britain was the target country for the Embargo Act of 1807, but banned trade in & out of all countries. Jefferson wanted to prevent Americans from using other countries as a “go between.”

The measure wiped out all commerce with other nations. It had no effect on Britain. Britain simply traded w South American Countries for Agricultural goods. On 1 Mar 1809 congress repealed the Embargo Act.

Disastrous Trade Ban The Embargo Act was replaced with the Nonintercourse Act- Prohibited trade with Britain & France only & their colonial possessions. This Act was not popular either.

Jefferson Leaves Office
Jefferson made it clear he would follow Washington’s precedent and not run for a 3rd term. The Republicans chose James Madison as their candidate & the Federalists chose Charles Pinckney.

Madison won with 122 electoral votes & Pinckney only drew 47 electoral votes.
