Cabinet Approval Cabinet, on , has approved merging of the two ongoing schemes of CLR and SRA&ULR and their replacement with the NLRMP with immediate effect The ultimate aim is to usher in the conclusive titling system with title guarantee, to replace the present presumptive title system

1.Computerization of Land Records
Data entry/re-entry/data conversion of all textual records including mutation records and other land attributes data Digitization of cadastral maps Integration of textual and spatial data Tehsil, sub-division, district data centres State-level data centres Inter-connectivity among revenue offices

2. Survey/ resurvey Survey/resurvey and updating of survey & settlement records (including ground control network and ground truthing) using the following modern technology options: Pure ground method using electronic total stations (ETS) and global positioning system (GPS) – Rs. 15,000 per sq. km. b) Hybrid methodology using aerial photography and ground truthing by ETS and GPS – Rs. 15,000 per sq. km. c) High Resolution Satellite Imagery (HRSI) – Rs. 4,600 per sq. km. + ground truthing by ETS and GPS.

Computerization of the Sub- Registrar’s offices (SROs) Data entry of valuation details Data entry of legacy encumbrance data Scanning & preservation of old documents Connectivity to SROs with revenue offices

4. Modern Record Rooms Modern record rooms/land records management centres at tehsil/ taluk/circle/ block level – with necessary infrastructure as storage area with compactors, operational area with computers, printers, storage area network (SAN), etc., and public service area with arrangements for reception, waiting, etc. – unit cost upto Rs lakh

5. Others Training & capacity building Core GIS
Training, workshops, etc. Strengthening of the Survey and Revenue Training institutes Core GIS Village index base maps from satellite imagery, for creating the core GIS Integration of three layers of data: (i) Spatial data from aerial photograph or high-resolution satellite imagery; (ii) Survey of India and Forest Survey of India maps; and (iii) Cadastral maps from revenue records

Amendments to the State Stamp Acts Other legal changes; and Model law for conclusive titling Programme Management including technical advisory group, programme management unit, IEC, and evaluation

Work Plan and Timeframe
All activities to proceed in a systematic, ladder-like manner: (a) primary ladder for reaching the conclusive titling stage, (b) secondary ladder for archival purposes and strengthening of revenue administration All primary activities to converge in the district District to be the unit of implementation Each State/UT to take up at least 1-2 district(s) in the current year; those willing to take more districts can do so, they can also go for PPP models in non-sensitive districts All districts in the country to be covered by the end of the 12th Plan
